본 연구는 동시대 국내의 지역 공공건축 프로젝트를 중심으로 공동체 참여를 통한 생산 과정을 분석한 것이다. 특히 기존의 연구들은 참여 발생을 위한 제도와 방법론 논의가 주를 이루고 있어 통합적이고 실질적인 분석이 부족한 시점이었다. 이에 서울 연희동주민센터를 대상으로 기획이전부터 결과에 이르는 전 과정에서 공동체 참여의 시작과 변화를 살피며 공공의 장소 조성에 어떠한 영향을 주고받는지 면밀하게 확인하였다. 서울시와 서울디자인재단의 기획으로 시작된 연희동주민센터의 개선사업에서 공동체 참여는 연희동 주민들이라는 불특정한 공동체를 모색하는 일로부터 시작된다. 즉 관에서는 위원회 등으로 공동체를 새롭게 만들거나 또는 기조직을 선별한 것이 아니었는데 처음에는 프로젝트에 대한 안내를 하고 의견을 수집하다가 워크숍을 기점으로 참여 그룹을 생성하였다. 그리고 이후 협의를 위해 기존 참여자들을 중심으로 참여 공동체를 재구성하였고, 또다시 향후 조성될 장소의 운영과 관련해 7개의 조직을 구성하였다. 다시 말해 단일한 공동체가 고정적이며 지속적으로 참여한 양상이 아니다. 한편 공동체 참여의 결과를 장소의 공공성이라는 측면에서 해석할 때, 본고는 단순히 참여 유무나 반영의 정도가 아닌 장소의 지속적인 공동체 수용성 발생으로 공공성을 확인하였다. 결론적으로 연희동주민센터는 참여 공동체의 유연성, 즉 불특정한 공동체가 재구성 및 조직화되는 과정을 통해 향후 조성된 장소에서 지속적인 공동체 참여가 나타난다. |

This study analyzes the production process through community participation, focusing on contemporary local public construction project. In
particular, existing studies mainly focused on institutional and methodical discussions for participation, and lacked an integrated and practical
analysis. This study targets the Yeonhui-dong Community Center in Seoul, analyzes the beginning and change of community participation in
all stages from planning to outcome, and looks closely at how it affects the production process of public places. In the space improvement
project of the Yeonhui-dong Community Center, which started with the planning of Seoul City and Seoul Design Foundation, community
participation began with the search for an unspecified community of residents of Yeonhui-dong. In other words, it was not to create a new
participatory community, such as a committee, or to select an existing organization. At first, the government provides information about the
project, collects opinions from residents, and then creates a participatory group based on the workshop. Then, based on these existing
participants, the participants for consultation were reorganized, and seven organizations related to the operation of the facility were formed.
On the other hand, when interpreting the result of community participation in terms of the publicness of the place, this paper confirmed the
publicness as merely the presence and absence of participation and the continuous community acceptance of the place. In conclusion, in the
production of Yeonhui-dong Community Center, through the process of reconstructing the unspecified community of ordinary residents,
continuous community participation appeared in the places created later. |
