국유재산은 공공재로서 공익성 확보와 그 실현에 항상 적극적 대응을 요구받고 있다. 우리사회의 초저출산, 고령화, 저성장의 구조적 문제해소와 미래사회에의 대응에 국유재산 정책은 어떻게 대응하는게바람직할 것인지 공공재이자 공익성의 관점에서 매우 중요한 과제이다. 또한 신산업패러다임의 전환, 신재생에너지 산업 등, 미래세대를 위한 국가정책과제에 대응하기 위한 국유지관리에 관한 정책과제모색도 마찬가지이다. 우리나라 사회인구구조의 변화에 따른 현실적인 주거문제의 해소, 첨단과학기술의 발달에 따른 국유지의 공중 및 지하부분의 관리운영 등 그동안 현실행정에서 다루지 못한 국유재산의 정책해결과제 등도 매우 중요한 국유지관리의 정책적 과제로 대두되고 있다. 본 연구는 이러한우리나라 국유재산관리 정책에 관한 문제점과 주요과제를 논의하고, 해외사례분석에 의거하여, 우리나라 국유재산관리정책의 새로운 패러다임 전개를 위한 기초연구로 국유지 관리정책의 주요 의제설정및 논의에 중점을 두고자 한다. |

As a public good, national-owned property is always required to actively respond to securing public interest and realizing it. It is a very important task in terms of public goods and public interest as to how the national-owned property policy is desirable to solve the structural problems of Korean society's ultra-low birth rate, aging population, and low growth and respond to the future society. In addition, the search for national-owned management policy tasks to cope with national policy tasks for future generations, such as shifting to a new industrial paradigm, is also a very important task. Policy problems that were not addressed in the national-owned management administration, such as resolving housing problems due to changes in the social population structure and the management of the above and underground parts of national-owned lands due to the development of advanced science and technology, are also emerging as very important policy tasks for national-owned land management. This study aims to discuss the problems and agendas related to the national property management policy in Korea, and focus on the agenda setting of the national property management policy in Korea and discussion of policy alternatives based on the analysis of advanced overseas case studies. |
