간선제 시절 서울에서 파견된 공무원을 위해 제공되었던 관사는 민선제 이후 필요가 없어졌음에도 쓰이고 있었다. 세금으로 운영되는 관사에 대한 비판 여론은 2000년대 초반부터 있었으며 2002년 지방선거를 기점으로 25개의 관사가 시민들에게 돌아가 공공시설이 되었다.2010년 행정안전부의 공식적인 관사 폐지 권고와 함께 현재까지 45개의 관사가 공공시설이 되었는데 관사 건물이 가지는 건축적 가치와 재정적 문제 등 여러가지 요인으로 인해 대부분의 관사가 리모델링을 통해 시민들에게 개방되었다. 하지만 문화재가 아닌 일반 건축물인 관사를 리노베이션 하는데 특별한 지침이 없어 리노베이션 후 건축적 가치가 있었던 건물이 문화재 등록이 보류가 되는 상황이 생기기도 하였다. 이에 본 연구에서는 건축적 가치의 보존과 ?b용을 동시에 요구하는 관사의 리노베이션 기초적 지침을 제안하고자 한다. 연구 방법으로는 전국에 공공시설이 된 관사를 분석하여 활용 유형과 리노베이션 유형을 연구하고 리노베이션 유형에 따른 세밀한 분석은 리노베이션 전, 후 자료가 있는 도지사 및 특별/광역 시장 관사를 대상으로 하여 진행한다. 이후, 분석으로 나온 결과를 보며 앞으로 공공시설이 될 관사가 리노베이션이 될 때 도움이 될 기초적인 지침을 제안한다. |

The official residences, initially provided for public officials dispatched from Seoul, continued to be used even after implementing the direct election system, despite no longer being necessary. In the early 2000s, there was a growing public opinion to abolish official offices funded by taxpayers. From 2002 onwards, provincial governor and mayor candidates began pledging to return these official residences to the public. As a result, 25 official residences were transformed into public facilities in the 2000s, and 45 official residences have been converted into public facilities following the central government's recommendation to abolish them in principle at 2010. The decision to renovate these official residences for the public was driven by their historical value and financial considerations. However, due to the lack of renovation guidelines, there have been cases where even culturally significant buildings have been damaged during the renovation process. Therefore, this study proposes basic guidelines for renovating official residences into public facilities. First, this study analyzes official residences that became public facilities across the country. After that, detailed analyses of official residences used by provincial governors and capital/metropolitan mayors were conducted, comparing data before and after renovation. Based on the findings of these analyses, this study aims to propose effective renovation methods for government buildings that prioritize their preservation and utilization as public assets. |
