(연구배경 및 목적) 홍콩은 2008년 ‘파트너십을 통한 역사적 건축물 활성화 계획’선언을 통해 역사적 건축물의 경제적, 사회문화적 편익을 극대화하고, 장기적인 도시재생 프로젝트로 진행하고자 하였다. 이 프로젝트를 통해 역사적 건물의 보존 및 활용 그리고 역사적 건물 보존에 대한 대중의 참여를 촉진하고자 하였으며, 2022년 6월을 기준으로 총 22개의 역사적 건축물이 지정되었으며, 현재까지 10개의 프로젝트가 운영 중이다. 개관한 사례의 경우, 비영리단체와의 파트너십을 통해 역사적 건축물을 보존하고, 지역 특색을 살린 문화적 랜드마크로 자리매김하며, 지역 커뮤니티와의 연계 및 관광자원화 측면에서 우수한 문화적 재생사례로 평가받고 있다. 따라서 본 연구는 급격한 도시 노후화를 직면한 홍콩을 중심으로 정부, 비영리단체 등이 함께 계획한 역사적 건축물의 변화를 고찰하고, 문화적 재생을 통해 활성화된 사례분석 및 문화적 재생 방향 고찰에 목적을 둔다. (연구범위 및 방법) 본 연구의 지리적 범위는 18개 구의 홍콩 역사적 건축물을 대상으로 하며, ‘파트너십을 통한 역사적 건축물 활성화 계획’이 시행된 2008년을 기점으로 고찰하고자 한다. 공간적 범위로는 홍콩 유물자문위원회(AAB)에서 지정한 Grade 1~3에 해당하는 역사적 건축물 중 4개의 사례를 선정하였다. 연구의 방법은 크게 세 부분으로 첫째, 문화적 재생에 관한 선행연구를 진행하고, 이를 통해 도출된 특성을 바탕으로 사례분석 요소를 정리한다. 둘째, 홍콩 문화적 재생 현황 및 변화, 정책 고찰 그리고 마지막으로 문화적 재생 특성을 중심으로 사례분석을 진행한다. 분석을 위한 자료는 현장답사, 관계자와 전문가 인터뷰 자료, 해외 건축웹사이트 등을 활용하였다. (결과) 분석 결과는 정체성, 기능성을 포함하는 물리적 특성이 우수한 결과로 나타났다. 이러한 배경에는 역사적 건축물 전문가 그룹인 건축유산보존자문위원회(ACBHC)가 새롭게 변화할 공간 규모 및 필요 공간에 대한 면밀한 분석을 바탕으로 제안서 채택 및 관리한 점을 우수한 측면으로 꼽을 수 있다. 이처럼 기존 건축물의 물리적 특성 고찰을 바탕으로 사회, 문화적 특성을 충실히 반영한 활성화 계획의 우수점은 지역 커뮤니티와의 연계활용 및 방문객 수를 통해 확인할 수 있었다. (결론) 현재까지 홍콩 내 역사적 건축물 활성화를 문화적 재생 관점에서 살펴보았고, 그 결과 ‘보존-개발형’모델,‘민-관 파트너십 거버넌스형’모델이 통합된 문화적 재생 방향을 도출할 수 있었다. 본 연구는 문화적 재생에 대한 개념 및 홍콩 역사적 건축물의 문화적 재생 초기사례 고찰은 가치가 있다고 판단되며, 국내외 역사적 건축물의 문화적 재생계획 방향 수립에 기초자료로 활용될 수 있길 기대한다. |

(Background and Purpose) Hong Kong tried to maximize the economic and socio-cultural benefits of historical buildings and proceed as a long-term urban regeneration project through the ‘Revitalizing Historical Buildings Through Partnership Scheme’ in 2008. The project aims to promote public participation in the preservation and utilization of historical buildings, with a total of 22 historical buildings designated as of June 2022, and 10 projects are in operation so far. In the case of the opened case, it is regarded as an excellent cultural regeneration case in terms of relationship with local communities and tourism resources, preserving historical buildings through partnerships with non-profit organizations. Therefore, this study aims to examine the changes in historical buildings planned by the government and non-profit organizations in Hong Kong, which faces rapid urban aging, analyzes cases activated through cultural regeneration, and examines the direction of cultural regeneration of Hong Kong historical buildings. (Method) The geographical scope of this study targets Hong Kong's historical buildings in 18 districts and will be considered as of 2008 when the ‘Revitalizing Historical Buildings Through Partnership Scheme’ was implemented. As for the spatial scope, four cases of historical buildings corresponding to Grades 1 to 3 designated by the Hong Kong Antiquities Advisory Committee were selected. The method of the study is largely three parts, and first, prior researches on cultural regeneration are conducted, and case analysis elements are summarized based on the characteristics derived through them. Second, a case analysis is conducted focusing on the current status and changes of cultural regeneration in Hong Kong, policy review, and finally, cultural regeneration characteristics. As for the data for analysis, field trips, interview materials with officials and experts, and overseas architectural websites were used. (Results) The analysis results showed excellent physical characteristics including identity and functionality. In this background, the ACBHC, a group of historical building experts, adopted and managed the proposal based on a close analysis of the size of the space to be newly changed and the space needed. Based on the physical characteristics of existing buildings, the excellence of the revitalization plan, which faithfully reflects social and cultural characteristics could be confirmed through the utilization of links with local communities and the number of visitors. (Conclusions) Until now, the revitalization of historical buildings in Hong Kong has been examined from the perspective of cultural regeneration, and as a result, the 'preservation-development type' model and the 'public-private partnership governance type' model have been integrated. This study believes that the concept of cultural regeneration and the initial case study of cultural regeneration of Hong Kong historical buildings are valuable, and hopes to be used as basic data for establishing the direction of cultural regeneration plans for domestic historical buildings. |
