(Background and Purpose) Hong Kong tried to maximize the economic and socio-cultural benefits of historical buildings and proceed as a long-term urban regeneration project through the ¡®Revitalizing Historical Buildings Through Partnership Scheme¡¯ in 2008. The project aims to promote public participation in the preservation and utilization of historical buildings, with a total of 22 historical buildings designated as of June 2022, and 10 projects are in operation so far. In the case of the opened case, it is regarded as an excellent cultural regeneration case in terms of relationship with local communities and tourism resources, preserving historical buildings through partnerships with non-profit organizations. Therefore, this study aims to examine the changes in historical buildings planned by the government and non-profit organizations in Hong Kong, which faces rapid urban aging, analyzes cases activated through cultural regeneration, and examines the direction of cultural regeneration of Hong Kong historical buildings. (Method) The geographical scope of this study targets Hong Kong's historical buildings in 18 districts and will be considered as of 2008 when the ¡®Revitalizing Historical Buildings Through Partnership Scheme¡¯ was implemented. As for the spatial scope, four cases of historical buildings corresponding to Grades 1 to 3 designated by the Hong Kong Antiquities Advisory Committee were selected. The method of the study is largely three parts, and first, prior researches on cultural regeneration are conducted, and case analysis elements are summarized based on the characteristics derived through them. Second, a case analysis is conducted focusing on the current status and changes of cultural regeneration in Hong Kong, policy review, and finally, cultural regeneration characteristics. As for the data for analysis, field trips, interview materials with officials and experts, and overseas architectural websites were used. (Results) The analysis results showed excellent physical characteristics including identity and functionality. In this background, the ACBHC, a group of historical building experts, adopted and managed the proposal based on a close analysis of the size of the space to be newly changed and the space needed. Based on the physical characteristics of existing buildings, the excellence of the revitalization plan, which faithfully reflects social and cultural characteristics could be confirmed through the utilization of links with local communities and the number of visitors. (Conclusions) Until now, the revitalization of historical buildings in Hong Kong has been examined from the perspective of cultural regeneration, and as a result, the 'preservation-development type' model and the 'public-private partnership governance type' model have been integrated. This study believes that the concept of cultural regeneration and the initial case study of cultural regeneration of Hong Kong historical buildings are valuable, and hopes to be used as basic data for establishing the direction of cultural regeneration plans for domestic historical buildings. |
