이용자 관점에서 본 공공건축 기획 현황 및 개선방안 연구 / A Study on the Planning Status and Improvement of Public Buildings from Users’ Perspective |

본 연구에서는 공공건축의 최종 수요자인 이용자 관점의 건축기획에 초점을 맞추고, 지역주민의 이용과 밀접한 시설인 공공체육시설(국민체육센터) 58개를 중심으로 세부 유형별(거점형, 생활밀착형 일반, 생활밀착형 복합)로 건축기획의 이용자 고려 현황을 진단하였다. 그리고 개선이 필요한 사항을 도출하였다. 2018년 「건축서비스산업 진흥법」 개정 이후 공공건축 조성 시 건축기획이 의무화되었다. 해당 법 제22조의 2에 따르면 건축기획의 목표 중 하나는 건축의 공공적 가치 구현이나, 관련 절차의 규정이 공공적 가치 구현에 충분한 역할을 하고 있는지에 대해 논의가 필요한 시점이다. 특히 공공적 가치가 분명히 행정에 의해 구현되는 것만은 아님에도 불구하고 현행 법제도는 사업을 추진하는 부서와 전문가의 업무를 중심으로 이행되고 있다. 본 연구에서 건축기획 내용 가운데 총 27가지 이용자 관련 항목에 대한 수행 현황을 검토한 결과, 배치계획과 관련하여 유관기관·시민단체 등 의견수렴, 스페이스프로그램에 있어 사례조사 및 유사시설과 차별성 검토, 운영계획에 있어 관리방식 계획, 안전계획에 있어 공사 중 소음, 교통혼잡 등 위해요소 예측 및 대책강구, 커뮤니티와 관련하여 물리적인 현황 외 지역커뮤니티 자산 등 연계 및 활용 방안에 대한 수행 확대가 필요한 것으로 나타났다. 27가지 항목 가운데 이용자를 고려하는 방법은 대부분 데이터 기반의 조사에 기반을 두고 있었는데, 설문·인터뷰, 공청회·설명회, 협의를 통한 의견수렴 확대가 필요한 14가지 항목을 확인하였다. 본 연구는 향후 이용자 관점의 국민체육센터 조성을 위한 건축기획 시 염두에 두어야 할 사항을 제시한 것에 의의가 있다. |

This study focuses on architectural planning from the users’ standpoint. For 58 public sports facilities (National Sports Center), which are
close to local residents, the status of user consideration in architectural planning was diagnosed by detailed type. The items that needed
improvement were derived. Since the revision of the 「Act On The Promotion Of Building Service Industry」 in 2018, building planning is
mandatory when constructing public buildings. According to this law, one of the goals of architectural planning is to realize the public value
of buildings. It is time to discuss whether these procedures are playing a sufficient role in realizing public values. In particular, public values
are not only realized by the administration. However, the current legal system is being implemented, centering on the work of departments
and experts that promote business. As a result of reviewing the status of a total of 27 user-related items among the architectural planning
contents, it was found that six items require active expansion. Most of the methods of considering users were based on data-based surveys.
As a result, 14 items that need to be expanded to collect opinions through surveys, interviews, public hearings, briefing sessions, and
consultations were derived. This study is meaningful in that it specifically presents the points to be considered when planning the
construction of the National Sports Center from the users’ standpoint in the future. |
