¿ä¾à2 This study intends to make suggestions for improvements in the introduction and operation of public rental shops designed for the prevention of undesirable side effects caused by the revitalization of business districts. To cope with population aging and changed urban development paradigms, the present Government selected urban regeneration projects as its major presidential pledge projects, and is implementing the urban regeneration projects under the name of New-Deal Urban Regeneration. While the New-Deal Urban Regeneration projects create the positive effect of business districts revitalization, they also have the negative effect of gentrification. To minimize such side effects, the construction of public rental shops is being encouraged in the implementation of the New-Deal Urban Regeneration. Actually, however, efficient methods or systems for the construction of public rental shops are inadequate. To come up with suggestions for improvements in the introduction and operation of public rental shops, this study carried out the study of domestic and overseas cases and FGIs (focus group interviews). Local governments are experiencing difficulty in constructing public rental shops, as in the securing of their sites, the securing of their construction expenses, and the determination of methods for providing public rental shops. In addition, some local governments fail to find methods for the efficient operation of public rental shops because they have no criteria for tenant selection, a rental period, rental cost, the operating subject, and business-type restriction. This study suggests the need for policy support as well as the methods of utilizing state-owned land and the Housing and Urban Fund, as ways to improve methods for securing public rental shops sites and their construction costs, and the system of public rental shops supply. Also in connection with locations of public rental shops supply, this study argues that medium- and long-term plans should be worked out to provide public rental shops systematically to relevant regions. As for the methods of operation, this study suggests the need for policy support and the establishment and distribution of guidelines for the selection and management of public rental shops tenants.
