2004년 3월부터 시행된 공공건축물의 신·재생에너지 설치의무화 사업은 정부기관, 지자체, 정부투자기관 및 출자기관 등이 연면적 3,000㎡ 이상 건축물을 신축하는 경우 총 건축공사비의 5% 이상을 신·재생에너지 설비에 투자 이용하는 의무 제도였다. 그러나 초창기에 시행되었던 건축공사비의 5% 이상의 신·재생에너지 설치 의무기준은 건물의 위치와 용도 등의 기본적 특성을 고려하지 않고 획일화되는 문제점이 노출되었다. 이에 2011년 4월 총건축공사비의 5% 이상의 기준에서 해당 건축물의 예상에너지사용량을 기준으로 새롭게 정비되어 현재 공공건축물의 신·재생에너지 설치의무화 비율은 2030년까지 해당 건축물 예상에너지사용량의 40%에 이르게 되었다. 이와 더불어 민간건축물에서도 2015년부터 서울시를 비롯한 지자체에서 신·재생에너지 설치비율을 조례로 만들어 의무화되어 연도별로 점진적으로 확대되어 시행하고 있다. 이에 본 연구에서는 공공건축물의 신·재생에너지 설치의무화 사업의 정책 변화와 민간건축물의 지자체 신·재생에너지 설치의무 정책을 비교검토 하고, 현재 건축물에 사용되고 있는 신·재생에너지의 설치에 따른 한계와 유지관리의 문제점을 파악하여 개선방안을 제시함으로서 향후 신·재생에너지 설치정책 발전에 기여하고자 한다. |

In this study, policy changes in the mandatory installation of new and renewable energy in public buildings and the local government's
mandatory installation of new and renewable energy in private buildings are compared and reviewed, and the limitations and maintenance of
new and renewable energy currently used in buildings. It aims to contribute to the development of new and renewable energy installation
policies in the future by identifying problems and suggesting improvement measures. The methods and procedures of this study are as
follows. First, the policy changes in the mandatory installation of new and renewable energy in public buildings are divided into the initial
period, transition period, and settlement period, and the characteristics of policies according to each period are identified, and the change
process of unit energy production and correction coefficient by new and renewable energy source was investigated. Second, the new and
renewable energy installation policies of the green building design standards according to local government ordinances including Seoul and
Busan were compared and reviewed with respect to the mandatory ratio of new and renewable energy for private buildings. Third, to expand
the scope of new and renewable energy sources in the future by investigating and analyzing the limitations in terms of installation and
maintenance according to the mandatory ratio of installation of new and renewable energy sources such as solar, geothermal, and fuel cells
currently used in buildings, suggested the improvement plans. |
