This study investigated the travel behavior of elderly under a free bus fare policy and proposed how to overcome the issue of Stated Preference Surveys overestimating the economic loss due to a free bus fare policy. The main findings are as follows: firstly, with the introduction of a free bus fare policy, the number of weekend outings would increase compared to the number of weekday outings. Secondly, it is anticipated that new travel purposes would emerge, such as visiting friends. Thirdly, the dependence on bus transportation would be activated, while traffic accidents involving elderly and the utilization of personal transportation would decrease. Lastly, the increase in activities of elderly would positively affect the vitalization of local economy. Based on these findings, it is expected that the living settlement conditions for elderly in Chungcheongnam-do would improve by introducing a free bus fare policy. Moreover, if we use the results of State Preference Surveys without filtration, it is impossible to overcome the overestimation issue. So, in order to get rid of this limitation of Stated Preference Surveys, reflecting the performance of relevant cases is recommended, such as by means of the method proposed in this paper. |
