현재 임시주거시설의 지정은 수용인원 확보를 위한 목적이 주를 이루고 있으며, 일반인의 수용을 위한 성능이 고려되는 것이 일반적이다. 이러한 시설 중 대규모 시설에는 무장애 설계가 적용되어 있지만 중·소규모의 시설이나 노후 된 시설은 무장애 설계조차 미흡하여 고령자, 임산부 등의 재난약자를 배려하지 못하는 실정이다. 특히, 우리나라는 고령사회로 진입하였고 시기가 지남에 따라 재난약자 중 가장 높은 비중을 차지할 수 있는 고령자를 위한 임시주거시설이 필요하다. 이에 본 연구의 목적은 도시지역 경로당을 활용하여 고령자를 위한 임시주거시설로서의 활용가능성을 제안하는 것이다. 연구의 방법으로는 임시주거시설로서의 기능과 성능을 바탕으로 고령자라는 특수한 대상을 위한 계획요소를 도출하고 이를 실제 경로당에 적용을 통한 설계 안의 제시와 활용 가능성을 검증하였다. 연구결과 첫째 임시주거시설로 역할을 수행하기 위해 50㎡ 이상의 충분한 거실면적이 확보되어야 하며 가구 보관을 위한 창고가 필요하다. 둘째 Barrier Free와 유니버설 디자인을 접목하여 고령친화형 거주환경의 계획이 필요하다. 셋째 외부공간을 활용할 수 있는 공원의 인접성이 중요하다. 넷째 지진에 대비하여 내진구조 또는 보강이 가능해야한다. 이러한 사항이 적용된다면 경로당은 임시주거시설로서의 역할을 수행할 수 있을 것이다. |

Design of temporary housing facilities have been focused on the purpose of accommodating a lot of evacuees, and it is common to consider the performance of the facilities for the acceptance of the public. Although such facilities are equipped with barrier free designs, small and medium-sized facilities or old facilities are not well designed for barrier free, so they are not considered for the elderly people. In particular, Korea has entered an aged society and needs temporary housing facilities for the elderly and the weak. The purpose of this study is to propose the availability of temporary housing facilities for the elderly by utilizing city senior center. Based on the existing research results for the temporary housing facilities and the standard of barrier free design, the planning elements for the elderly were derived and presented, and verified through the design proposal for city senior center located in Incheon metropolitan city. As the results of this study, it can be proposed as follows. First, sufficient living area of 50㎡ or more should be afforded in order to serve as a temporary housing facility, and a warehouse for storing furniture is needed. Second, planning for an aged-friendly living environment is necessary, as introducing Barrier Free and Universal Design. Third, it is important point that the proximity of a park to outside space makes the facilities useful. Fourth, Seismic structures or reinforcement should be essential in preparation for earthquakes. |
