본 연구의 목적은 영구임대주택 단지에 배치된 주거복지 전문인력의 업무 특성을 조사 분석하고 업무 수행의 문제점을 파악하여 개선 방향을 제안하고자 한다. 분석자료는 4월부터 9월까지 영구임대주택 단지를 7회방문하여 주거복지 전문인력을 인터뷰조사하여 주거복지 전문인력이 6개월 동안 수행한 197건의 주거복지상담 내용을 수집하여 분석하였다. 조사 내용은 해당 단지 및 배치된 주거복지 전문인력의 특성을 파악하고 둘째, 주거복지대상자 및 주거복지상담의 일반적 특성을 조사하고, 셋째, 주거복지 상담 내용 특성을 조사하고 상담결과 처리에 대하여 주거복지 전문인력의 업무유형을 활용하여 분석하였다. 그 결과 첫째, 거주자의 주택에서 주거복지상담이 가장 많이 이루지는 것으로 나타났으나 상담 장소는 비밀이 보장될 수 있는 별도의 전용상담공간에서 이루어지는 것이 바람직하다. 둘째, 주거관련 상담보다 일반상담이 더 많이 이루어지는 것으로 나타나 주거복지와 사회복지업무간의 경계가 모호한 것으로 파악되고 이와 같은 경계의 모호성을 해결하기 위하여 현장에서 사용할 수 있는 구체적인 업무 매뉴얼이 필요하고 거주자들에게 적극적인 홍보가 필요하다. 셋째, 주택의 개선 및 개조업무는 주거분야의 전문적인 지식이 필요한 중요한 업무이지만 현재의 체계상으로 주거복지 전문인력이 주도적으로 업무를 담당하기 어렵다. 따라서 본 업무의 의사결정과정에 참여할 수 있도록 예산책정과 업무체계가 마련되어야 한다. 넷째, 주거복지 전문인력의 다수의 업무처리는 ‘주거복지 네크워크 구축 및 연계’를 통해서 수행되는 것으로 나타났다. 이것은 ‘주거복지 네트워크 구축 및 연계’ 업무의 중요성을 의미하기도 하지만 주거복지 전문인력이 보다 주관(主管)적으로 주거복지 업무를 수행할 수 있는 업무 범위에 대한 사회적 합의가 있어야 하며 그 안에서 자립적으로 업무를 수행할 수 있는 법적, 행정적 지원이 필요하다. |

The purpose of the study was to investigate and analyze the work characteristics of the housing welfare professional in the permanent rental housing, and to identify problems in the performance of the work to suggest improvements. As for the analysis data, 197 cases of housing welfare counseling conducted by the housing welfare professional were analyzed from April to September. In addition, interviews were conducted with housing welfare professionals on the work performed. The results were as follows: 1) Counseling work is most often conducted in the resident’s house, but is desirable to take place in an official and dedicated counseling space where confidentiality can be guaranteed. 2) It appears that the general counseling is more common than the housing-related counseling, so the boundary between the housing welfare and the social welfare work seems to be ambiguous. In order to solve the ambiguity, a specific work manual that can be used by housing welfare professionals is needed. 3) It is necessary to revise the regulations of the relevant institutions so that the housing welfare professionals can actively participate in the improvement and renovation of housing. 4) It has been found that a number of cases of counseling are solved through the work of ‘building and linking a housing welfare network’. |
