(연구배경 및 목적) 우리나라는 2000년에 노인 인구가 전체의 7%를 넘는 고령화사회로 접어들었으며, 이후 속도가 빨라져 2015년 13.1%를 기록한데 이어 2017년 고령사회(노인 인구 14% 이상), 2026년 초고령사회(노인 인구 20% 이상)로 진입할 것으로 예상되었다. 이러한 급속한 고령화로 인해 사회 전반에 걸쳐 노인보건, 노인복지, 노인주거 등 문제점들이 발생되고 있다. 그 중 본 연구에서는 우리나라의 노인의료·복지제도의 문제점을 분석하여 우리나라 보건의료정책 및 서비스 제도의 개선방향을 제시하고 노인요양병원과 노인요양시설의 기능적 통합을 통해 노인들로 하여금 종합적 건강상태의 중증도에 따라 다양한 의료서비스를 동일 장소에서 제공 받을 수 있도록 노인의료복지 통합시설의 시설시준 및 공간구성을 제안하는데 목적이 있다. (연구방법) 고령화를 격고 있는 OECD 국가 중 노인의료복지서비스의 시설유형이 통합 운영되어지고 있는 국내·외 시설 4곳을 선정하여 본 연구의 범위를 한정하였다. 노인요양 병원과 노인요양시설의 기능적 통합의 의미와 필요성에 대해 고찰한 후 미국과 일본의 노인의료복지 통합시설 유형을 분석하여 국내외의 차이점을 파악하였으며 국내·외 노인의료복지관련 시설기준 및 지침, 선행연구 분석을 통해 노인의료복지 통합시설의 공간구성 기준을 제안하는데 필요한 기초자료를 도출하였고 시설유형 및 공간 구성비에 대한 분석을 진행하였다. (결과) 노인의료복지 통합시설에 필요한 공간 영역은 의료영역공간, 요양영역공간, 공통영역공간, 공용영역공간으로 구분 할 수 있다. 의료영역공간은 노인요양병원의 기능에 속하는 공간으로서 그 중 병동부의 경우 환자들이 장시간 이용하는 공간으로 일조가 잘 되도록 가급적 남향을 고려하여야 한다. 또한 환자들과 간호사들의 외례진료부와 중앙진료부와의 동선연결도 중요하다. 요양영역공간은 노인요양시설의 기능에 속하는 공간으로서 노인들이 장시간 이용하는 공간으로 남향을 고려하여 일조에 신경을 써야하고 공통영역과 인접하여 다양한 공간영역을 조성하는 것이 중요하다. 또한 야외활동이 용이하게 완충공간으로의 접근성도 고려되어야 한다. 공통영역공간은 관리기능인 원장실, 사무실, 회의실 등은 모든 기능의 관리가 용이한 중간적 위치에 배치하는 것이 좋고, 식당은 모든 이용자가 접근할 수 있는 위치를 선정하여야 하며, 교육기능인 다목적실과 재활기능인 온열치료실, 작업치료실, 언어치료실, 운동치료실 등은 의료영역과 요양영역의 사이에 배치한다. 공용영역공간은 기계·전기실, 직원식당 등 관리자들이 이용하는 공간으로 일반인의 접근을 차단할 수 있는 위치가 적합하다. (결론) 이러한 분석의 결과를 통해 노인의료복지 통합 공간에 영역별로 반영 되야 하는 공간요소를 정리하여 향후 노인의료복지 통합시설 계획 시 필요한 공간구성 및 공간 구성비를 도출하였고 현재 우리나라의 이원화 되어있는 제도 및 시설이 앞으로 노인의료통합정책이 시행되고 시설통합이 될 경우를 가정하여 시설유형 및 공간구성계획 제안에 있어서 기초적 자료로 활용되기를 기대해 본다. |

(Background and Purpose) The elderly population in Korea makes up 7% of the total population; Korea is becoming an aged society. In 2015, it made up 13.1% (over 14% of the elderly population). It is therefore expected that Korea will become a super elderly society (meaning more than 20% of the population is elderly) by 2026. The purpose of this study is to suggest facility collimation and spatial composition of integrated medical welfare facilities for elders so that they can receive various medical services in the same place according to the severity of health status through functional integration of hospitals and facilities for the elderly. (Method) In this study, four domestic and foreign facilities were selected that have integrated management types of elderly medical welfare services among the OECD countries with aging societies. We analyzed the definition and necessity of functional integration of hospitals and facilities for elders by examining the types of such integrated medical welfare facilities in the United States and Japan to examine the differences between domestic facilities and those overseas. In addition, we examined the basic data necessary for suggesting the spatial composition standard of the medical welfare integrated facilities for elders through the standards and guidelines of domestic and foreign elderly medical welfare facilities and an analysis of preceding research. We also analyzed the type of facility and space composition ratio. (Results) The space area required for integrated facilities for elders can be divided into medical spaces, care spaces, common spaces, and common use spaces. Restaurants should be located in a position that is accessible to all users. In addition, the thermal therapy room, the occupational therapy room, the language therapy room, and the exercise treatment room should be arranged between the medical area and the care area. The common space area is used by the managers for the machine room, electric room, and staff cafeteria; therefore, it should be inaccessible to general people. (Conclusions) Public art and design have been given a critical role in terms of their contribution to culture-led urban regeneration and space branding, especially in the broad term of city branding, since late 20th Century. This research deals with the elements working in the process of interactive "participation" in public art and design projects. It provides an analysis of participation-based public art and design's process mechanism, which is an alternative solution for the second generation of culture-led urban regeneration with human-centered approaches. |
