청주 역사적 도심인 읍성 주변일대의 성안동과 일제강점기에 형성된 중앙동을 중심으로, 대형필지의 기능적 역할 변화와 함께 대형필지에 세워진 건축물의 새로운 개발양상을 분석한 결과, 공공적 특성을 지닌 공원과 광장의 조성, 판매 및 관람집회시설의 건립, 그리고 최근 들어서 부각되고 있는 초고층 주상복합아파트의 건설로 정리될 수 있었다. 읍성 안의 옛 충청북도청사를 비롯하여 호텔(금수장호텔)과 극장(중앙극장)이 위치하였던 대형필지는 공원과 광장과 같은 공공적 성격의 오픈스페이스로 조성되었다. 이외의 관공서 청사, 교육 및 종교시설의 대부분은 기존 대형필지의 형태와 기능을 그대로 유지하고 있었다. 도심공동화 현상이 나타난 1990년대 이후 청주읍성 안 성안길의 대형필지에 세워진 백화점이라든가 영화관 등의 판매와 관람집회시설의 건립이 눈에 띄게 증가하였다. 이들 시설이 도심으로 인구를 유입시키는 데에는 성공을 거두었으나, 기존 상권을 위축시켜 상주인구를 유출시키는 원인이 되기도 하였다. 청주읍성 북문밖 중앙동일대에는 1980년대 이후 5층 이하의 저층 아파트가 세워졌으며, 1990년대 이후 도심 외곽으로 아파트가 지어지면서, 도심 내에는 아파트가 전혀 건립되지 않았다. 그러던 것이 최근 2010년대 들어서면서 읍성 동문밖과 북문밖에 25∼49층 규모의 초고층 아파트가 들어서면서 도심경관 및 기후환경의 변화를 초래하기 시작하였다. 이와 같이 청주 역사적 도심 내 대형필지는 여러 가지 개발유형을 보이면서, 도심을 새롭게 변화시키고 있다. 특히 초고층 아파트의 건설은 인구유입이라든가 법적 및 경제적 타당성이라는 그동안의 수도권 아파트 개발논리만을 앞세우면서 진행되고 있는데, 환경을 우선시하면서 지방의 유서 깊은 역사적 도심의 미래상 예측이 함께 가미된 접근과 대책 마련이 있어야 할 것이다. |

This study aims to clarify the functional change and development of large scale lots in historic urban area (Seongan and Jungang Dong) of Cheong-ju city. The development types are classified into the creation of park and plaza, the erection of sales and assembly facilities, and the construction of superhighrise apartments. The existing large scale lots, which were located with the former public civic center, and the former Chungbuk province office in old castle, are changed into the public park and plaza. Most of them are maintained in the government offices, and the educational & religious buildings. The five story apartments had been built outside north gate of former old castle in the 1980s, but not completely built since the urban sprawl of 1990s. After 1990s of downtown decline, the sales and assembly facilities such as departments and theaters are newly erected in the large scale lots in old castle. In the 2010s, the 25-49 story superhighrise apartments have been built outside east and north gate of old castle, and they are having a large effect on townscape and climatic changes. As such, the large scale lots in historic urban area of Cheong-ju city change newly downtown with various development types. Especially, with the superhighrise apartments built for the inflow of population, the legal and economical validity, we will have to come up with more effective measures to sustain our historical and climatic environment. |
