2015년 소위 '김일곤 트렁크 살인사건' 등 주차시설 내에서의 강력범죄의 잇따른 발생으로 경찰청에서는 방범환경 우수 주차장에 대한 진단평가 기준을 마련하여 심사 후 인정 마크를 수여하는 사업에 착수하는 등 범죄안전도 개선에 노력을 기울이기 시작하였다. 경찰청의 이러한 인정사업은 주차장 범죄예방환경 인정제도를 앞서 시행해 온 영국, 호주, 뉴질랜드, 일본 등을 벤치마킹 한 것이다. 이에 이 연구는 그러한 외국의 구체적인 인정 체계와 심사평가 내용을 비교 분석하여 그 시사점을 도출 및 제시하는 것이다. 먼저 인정 체계에서는 인정마크, 인정 대상 주차장의 범위, 인정의 주관 기관, 인정 평가 심사원, 인정 심사 프로세스, 인정의 갱신, 인정 등급화 여부, 인정심사 탈락시 조치, 면책규정 및 벌칙 등에 대해 각 국가별로 공통점을 찾아 국내에 시사해주는 바를 항목 별로 설명하였다. 또한 인정평가를 위해 사용하고 있는 항목과 각 항목 별 평가 기준들을 분석하여 주요 공통점을 도출하였다. 이를 통해 국내에서 지향해야 할 방범시설 우수 주차장 인정체계를 인정목적, 법적 근거, 인정마크, 인정대상, 대상 주차장, 인정종류, 인정등급화, 유효기간 및 갱신, 인정기관, 인증기관, 신청자, 평가심사원 자격 및 양성, 인정심사 프로세스, 심사 탈락 시 조치, 평가 기준 및 방식, 인정기관의 면책 등의 측면에서 제시하였다. |

Since 2015 a series of serious criminal incidents including 'Kim IlKon's Car Trunk killing' case took place. In response to this the Korean National Police developed CPTED assessment criteria for various parking facilities and initiated 'CPTED Parking Facilities Accreditation Program' in order to reduce the problem. This accreditation program is originally employed from the accreditation system of several other countries, such as the UK, Australia, New Zealand and Japan as they developed and experienced the program many years before. Therefore this study aims at comparing and analyzing those accreditation systems and detailed assessment criteria between those countries and thus suggesting policy implications and a model system. First of all, accreditation system is composed of several items, such as accreditation mark, the types and scope of parking facilities for accreditation, the main agency / organization in charge of the accreditation program, assessor's qualification, assessment process, the renewal of accreditation license, classification of accreditation, how to deal with failed applications, liability exemption disclaimer and punishment, etc. Then the specific items and criteria for assessing each individual car park in terms of CPTED were comparatively analyzed. The analyzed findings give quite a few useful suggestions for the Korean CPTED parking facilities system in term of purposes of accreditation, legal bases, accreditation mark, and so forth. |
