매슬로(A. H. Maslow)가 주장한 인간의 욕구 발전의 5단계 중 생리적 욕구와 함께 하위욕구에 속했던 "안전욕구"가 최근 그 중요성이 새롭게 부각되고 있다. 거주자의 범죄불안감은 삶의 질을 저하시킨다. 건축분야에서 범죄를 사전에 예방하기 위한 효과적인 범죄예방환경설계(CPTED)가 필요한 이유이다. 전국적으로 셉테드 관련 지방자치단체 조례와 지침이 마련되고 또 시행되고 있다. 한국셉테드학회도 건설사의 아파트단지에 대하여 셉테드 인증을 실시해 오고 있다. 그러나 셉테드 기준이 저마다 다를 뿐만 아니라 셉테드인증 아파트 단지를 대상으로 한 연구는 거주자를 중심으로 범죄예방만족도, 범죄 불안감 등의 관계에 대한 연구가 주류를 이루고 있다. 따라서 향후 셉테드 발전을 위한 바람직한 인증기준을 정립하고 고품질의 아파트를 건설해 나가기 위해서는 거주자뿐만 아니라 건설사, 관계공무원, 학계 및 실무계 전문가의 상호인식을 파악하는 것이 중요하다고 하겠다. 이를 통해 효율적인 자원배분과 공급자와 수요자간 기대를 충족시키고 나아가 관련 분야의 연구 활성화와 정책수립으로 이어진다면 안전하고 쾌적한 주거환경을 조성해 가는데 일조할 수 있을 것이라 생각한다. 또한 부동산 시장에서 셉테드가 새로운 부가가치로 부각되고 있는 시기에 셉테드의 경제적 기대와 가치를 실증적으로 확인해 보는 것도 의미있다고 하겠다. 또한 전통적인 범죄예방환경설계 방식에서 벗어나 주민의 참여와 교류를 중시하는 2세대 셉테드로의 패러다임 전환에도 노력을 기울이는 시사점을 줄 것으로 생각한다. 그동안 셉테드 관계 주체간 상호인식비교 연구가 부족한 상황에서 동 연구가 관련 분야에 대한 관심을 갖게 하고 국내 셉테드의 발전에도 기여할 수 있기를 기대한다. |

'Safety' has become a hot topic in Korea society these days. Residents' fear of crime damage the quality of life. An effective Crime Prevention Through Environmental Design (CPTED) is necessary to prevent crimes in advance. Starting from Bucheon-si, 2005, local governments set up an ordinance and guidelines regarding CPTED. Korea CPTED Association has been carrying out CPTED certification for apartment complex built by construction company. However, there are several types of CPTED standards and most of studies on CPTED certified apartment complex focus on the relation between a resident-centered satisfaction level of crime prevention and fear of crime. Therefore, to establish a desirable qualification standard for the development of CPTED in the future, it is important to apprehend the perception of residents in CPTED-APT, construction company, public officials, academia and experienced specialists and residents in NON CPTED-APT. Through this, it can be expected to increase mutual understanding between supplier and provider and establishing policies and conducting researches, it will help the residential environment to be safe and pleasant. Also, since CPTED has been perceived as a new added value with the theme of security in the real estate market, this research aimed to identify economic values and expectations. In addition, it would become a reference to the shift of paradigm from the traditional CPTED methods to the second generation CPTED that emphasizes residents' participation and interactions. Given a long-standing gap in comparative research on the perception among administrators involved in the CPTED, this research is expected to contribute to both drawing the public's attention to relevant fields and to its further development in domestic setting. |
