As population is being concentrated on city and the space on city is larger and larger, the frequency and damage scale of natural disaster is a lot higher. However, though city¡¯s safety is physically and psychologically on shaky ground, safety facility and preparation plan for responding to disaster are not sufficient due to temporarily and variably occurring disaster. Moreover, as the rate of unused public facility is accelerating, most of abolished school areas are disposed or leased to private sector, so only 23 percent of them are used for public facility. Hence, as necessity for changing unused public facility into public place and safety place increases, ways for utilizing used public facility effectively should be found as urban restoration to cope with disaster. Therefore, this study suggests methods for utilizing the unused facility effectively to be used when responding to disaster or when instructing prevention way before disaster happens. According to the research, unused facility, if neglected, can be vulnerable factor by spoiling city¡¯s beauty and safety, so the facility can be used for activating culture, economic, and community as a way of urban restoration like previously utilized examples. Furthermore, when unused facility is utilized as the place for preventing and responding to disaster, city¡¯s safety can be pursued for cultivating civic consciousness about safety and developing proper response together with urban restoration in terms of physical and psychological aspect. |
