도시재생사업 기반 구축 단계의 경험과 과제 / The Experiential Implications for the Foundation Phase of Urban Regeneration Projects |

본 연구에서는 신규 도시재생사업 대상지에서 발생한 기반 구축 단계의 애로사항과 도시재생선도지역에서 경험한 의견들을 종합하여 앞으로 10년이상의 동력을 유지해야하는 도시재생사업에서 중요한 단계인 기반 구축단계의 발전 방안을 제시하고자 하였다. 첫째, 원활한 사업추진을 위한 행정전담조직 체재 개선 방안 마련을 위해 사업초기 협의지원조직으로서 TF팀을 구성하여 운영하는 방안을 검토해 볼 수 있다. 초기 이러한 협의과정에서 도출된 도시의 비전을 중심으로 핵심부서로 이루어진 전담조직을 신설할 수 있으며 사업추진에 따른 타부서 파견시스템 도입으로 사업의 전문성을 확보하는 방안을 고려해 볼 수 있다. 둘째, 지속가능한 현장지원센터의 인력 및 운영방안 마련을 위해 사업 초기 센터 운영에 대한 논의 과정 수행이 필요하며 지역 내 행정과 주민의 가교역할을 수행할 수 있는 현장지원센터의 경우 쉽게 들를 수 있는 장소로서 인식될 수 있도록 공간을 확보하고 관심을 유발하는 것이 필요하다. 또한 현장지원센터의 역할 및 권한을 강화하기 위해 주민공동체 사업과 관련된 권한을 위임하는 것도 고려해 볼 수 있다. 이는 빠르게 변화하는 재생지역에서 시의적절한 대응방안을 모색해 볼 수 있으며 이를 통해 사업의 동력을 얻을 수 있기 때문이다. 현장지원센터의 지속가능방안을 모색하는 것 또한 중요한데 이를 위해 2-4년간 지방자치단체 예산을 편성하여 유관기관이나 민간조직 컨소시엄 등에 위탁하는 방식으로 유지하는 방안, 공공주차장관리, 임대주택 등 운영 수익을 확 보하여 운영하는 커뮤니티재생회사나 공동출자형 NPO로 전환한 안정적 운영방안, 공공자산으로 전환하여 커뮤니티 지분신탁을 통해 유동적 현금흐름을 유도하는 방안 등을 고려해 볼 수 있다. 셋째, 파트너쉽 확산을 위한 사업초기 인력풀 마련이 필요하며 이를 위해 잠재적 파트너쉽을 고려한 기존조직의 리스트를 작성하고 이러한 인력풀을 마련할 때 사업 내에 연계가능성을 염두하여 각 조직 및 인력의 특성과 관심분야 활동 사항에 대한 세부적인 조사가 추가적으로 이루어지는 것이 필요하다. 넷째, 사업 추진의 기반 마련을 위해 주민 참여 방안 마련이 필요하다. 주민들이 지역에 관심을 가지고 지속적으로 활동하고 관심을 유도할 수 있도록 주민들의 다양한 관심사를 파악하는 것이 필요하며 이러한 관심이 자연스럽게 교육과 활동으로 연계될 수 있는 환경 조성이 필요하다. 이렇게 형성된 다양한 특성과 관심을 가진 주민조직들은 토대로 리더를 발굴하고 주민·상인협의체로 조직하는 과정이 필요하다. 이들의 경우 주민의 대표성을 가지는 만큼 투명성이 확보되어져야 하며 리더성, 도덕성 등을 검증하는 과정이 수반되어질 필요가 있다. 다섯째, 주민의 참여가 중요한 도시재생사업에서 지속적인 인력발굴이 이루어져야 하며 이를 위해서는 지속적인 교육프로그램을 운영하여 주민들이 단계적으로 역량이 증진될 수 이도록 하는 과정이 필요하다. 또한 지역 현안에 대해 이해관계자들 간의 공론화를 형성하고 서로의 노하우를 공유할 수 있는 장이 필요하며 도시재생지원기구가 이들을 연결하는 구심점이 되어 지속적인 정보 확산이 이루어질 수 있도록 지원하는 방안이 필요할 것이다. 여섯째, 지역의 쇠퇴문제는 지역주민이 가장 상세히 인지하고 있다. 따라서 주민이 참여하여 지역의 쇠퇴문제 및 지역문제에 대해 인식하는 과정이 필요하며 이는 주민참여프로그램을 활용해 수행할 수 있다. 주민이 참여하여 지역자산을 발굴하고 문제를 공유하는 과정을 통해 지역의 애착심을 높일 수 있으며 결국 주민이 직접 지역의 정체성을 확보해나간다는 측면에서 매우 중요한 과정이라 할 수 있다. 주민과 함께 지역의 비전을 공유하는 과정 역시 필요하다. 지역자산을 발굴하는데 중요한 것은 실제 사업을 실행하는 과정에서 이러한 자산들이 활용되어질 수 있는가에 대한 여부를 판단하는 과정도 함께 수반되어져야 한다. 역사적 자산의 경우 지역의 정체성과 지역의 스토리를 구축하고 기록화 한다는 측면에서 의미가 있으나 이 또한 지역의 비전과 연계될 수 있는지와 발굴된 자산이 지역의 컨텐츠로서 의미가 있는지에 대한 검증 및 확인 과정은 반드시 필요하다. 2014년부터 시행된 국내의 도시재생은 현재까지 46개의 지역에서 경험을 쌓아가고 있으며 2017년이면 도시재생선도지역은 마중물사업을 종료하는 시점에 다다른다. 따라서 도시재생사업을 기반 구축 단계부터 장기적 관점에서 사업실행단계, 지속관리단계에 대한 집합적 경험 축적 및 확산을 위한 연구가 추가적으로 수행되어져야 할 필요가 있다. 장소중심의, 현장중심의, 지역맞춤형 도시재생의 실현을 위해 본 연구가 정책과 현장사이의 시너지를 유발하는데에 조금이나마 공헌할 수 있기를 기대한다. |

The purpose of this study is to identify the limitations in the process of the project to induce settlement and proliferation of the urban regeneration project started in 2014 and to suggest the improvement plan accordingly. In particular, the foundation phase which has been emphasized in this study, is an indispensable part of urban regeneration projects based on cooperation and partnership among various participants. This year, the leading area that has been promoted since 2014 has entered its third year, and the newly selected urban regeneration areas in 2016 have accumulated difficulties and improvement plans as the base construction progressed this year. Therefore, policy implications are needed Time. To do this, we carried out in-depth surveys centering on some of the newly selected areas and leading areas which conducted the gateway process for the 2016 governance foundation phase. The questionnaire survey was c onducted on dedicated local government organizations, a on-site support centers, a project general coordinators, and related experts who were participants in the project. The questionnaire items were classified by foundations for administrative dedicated organization, local on-site, neighborhood community and revitalization planning. According to the results of the survey, it is necessary to build a cooperation system in various fields in order to build the foundations for administrative dedicated organization. Especially, it is necessary to share the long - term vision of other departments. For this purpose, it is necessary to establish a cooperation system with related departments through the operation of task force team with related departments. In order to maintain the professionalism and sustainability of the administrative dedicated organization, it is suggested that revitalization of the circulation and promotion of the incentive system are necessary. In the case of establishing a local on-site foundation, it is important to establish a partnership between various stakeholders in order to identify the existing organization considering the potential partnership in the early stage of the project and establish a pool of people considering the possibility of project linkage. In addition, it emphasized the role of on-site support center to promote sustainable urban regeneration project after the prime termination, and discussions should be made on how to provide the residence that can be promoted by the on-site support center, In the case of establishing a foundation for neighborhood community, it is important to organize communities that can participate in the project continuously. Therefore, it is necessary to organize the residents with various characteristics and interests. If the project is prolonged, residents may suffer disturbances and distrust due to accumulation of fatigue. Therefore, it is necessary to find out the contents that can induce interest and interest continuously. In addition, the central ministry and the city regeneration support organization suggested that it is necessary to create a forum for discussion and public debate among the participants, to support networking, and to disseminate information through sharing case examples, organizing know-how and distributing data. Finally, in order to establish the basis of the revitalization planning, effective data collection and recording on the regional, social and economic issues are important. For this, basic research involving residents who are aware of the decline of the area is required . In order to assure the accuracy of local assets, we propose a method of establishing and constructing a residence consisting of residents, local activists, and experts in the beginning of the project. First of all, it is necessary to identify and record the use of local assets in the process of executing the project need. This process emphasized the significance of the process in which residents increase their local attachment and secure their own identity. Urban regeneration projects have a continuity from establishment of the governance foundation and the establishment of the revitalization planning to the project implementation phase. And each stage is carried out with the linkage rather than separately, It will be necessary to discuss a comprehensive, long-term plan. In addition, the urban regeneration pilot areas will be at the end of financing after 2017. Therefore, discussions on viable alternatives of project implementation phase and sustainment phase should be done. To this end, it is necessary to accumulate on-the-spot sound and experience.
