¿ä¾à2 This study was designed by the necessity of establishing norms of public buildings in order to effectively implement policies and systems of the public building. For this, the purpose of this study is to identify the contents of the public building system in current regulations and to suggest alternatives of the concept and types of public buildings. The current legislation on public building includes regulations for the efficient management of public assets, regulations for the construction and efficient management of buildings, and regulations for improving the level of public services. The current regulation also aims at realizing the public value of architecture and attaining appropriate level of dignity. However, in the definition of public building, it is limited to "ownership of public institution" and pursues efficient management of public property. In order to solve the gap between the legal regulations and the purpose of the regulations, this study proposed a stepwise expansion of the concept of public building considering the public value and the object of public building. Alternative concept 1(minimum scope): a building that is accessible to the general public through free or prescribed procedures, and that is owned and managed by public institutions for socially agreed benefits. Alternative concept 2(minimum scope): a building that is accessible to the general public through free or prescribed procedures, and that is owned and managed by public institutions for socially agreed benefits or supported by the public sector to promote the publicness. Alternative concept 3(maximum scope): a building-including spaces in a building or a public space that is accessible to the general public through free or prescribed procedures, and that is owned and managed by public institutions for socially agreed benefits or supported by the public sector to promote the publicness. In addition, we proposed new types of public buildings by classifying it into types according to use and public value. Use type of public buildings: Public facilities, Educational research facilities, Cultural and assembly facilities, Sports facilities, Welfare facilities, Medical facilities, Traffic facilities, Correctional and military facilities, and Other facilities. Public buildings can be also categorized into six types according to public values considering public interest and accessibility. The new types of public buildings proposed in this study is meaningful in that it is a type based on the concept of public buildings unlike the use type of the current Building Codes. This typology can contribute to the identification of public buildings in terms of publicness because it can classify buildings according to the level of public value.
