This study aims to clarify the definition of residential service programme and its domain and object of corporate rental house 'New-Stay'(Special Act on Private Rental Housing, Article 2). It also attempts to set up the valuation standard and authentication plan for New-Stay to stabilize its management and quality assurance which is financed by government fund with vigorous regulatory exemptions to resolve serious residential instability of the middle class. The research scope is dealt with type classification of residential service programme based on the analysis of on-going projects of LH project competition and proposal competition of private sector. The research method is as following; literature analysis including governmental policy reports, relevant laws and acts; figuring out class with demand, in-depth interview with the person in charge of corporate's New-Stay project team and relevant businesses; demonstration evaluation of residential service programme authentication plan. The study started the discussion of the values of house as commodities as well as social goods, which is directly related to the issues of residential service. Based on this understanding, this study defined New-Stay residential service programme as beneficial facilities such as nursery facilities, physical training facilities, as well as community facilities such as housekeeping supports, leisure and other various services for the purpose of housing performance and maintenance management. The type of New-Stay residential service programme is classified to residential support service and housing performance maintenance management. The former is composed of service programmes for household and community. The latter is composed of lease property management and facility maintenance management. After comprehensive considering of literature analysis, interviews analysis and demonstration evaluation, we proposed guideline of residential service programme supply plan, valuation standard and authentication plan for New-Stay. The object of the authentication is limited to rental business operators participating the competitions of New-Stay, and assigned to specific apartment complex instead of its developers. Screening examination for New-Stay authentication should be ahead of fund investment decision process. There are two steps of authentication which are preliminary stage and main stage. The committee for New-Stay authentication would be composed of less than 7 experts in the fields of architecture and site planning, service programme such as housing welfares and community activities, lease property maintenance and management, and property marketing. The evaluation items are subdivided to critical items and general items. The critical item are prerequisite for the authentication, which is assumed to be a desirable service conditions for New-Stay residents. |
