저출산 고령화 사회로의 진입과 저성장 시대와 같은 경제사회 환경이 변화하는 가운데 기존의 아파트 위주의 주거문화에서 건강주택, 친환경주택과 같은 주거에 대한 관심이 증가하였다. 특히 최근에 전통주거문화와 한옥에 대한 관심이 크게 증가하였다. 이러한 경향을 반영하여 중앙정부와 지방자치단체를 중심으로 한옥과 한옥마을을 보급하기 위한 다양한 정책과 사업을 마련하여 적극적으로 추진 중이다. 그러나 아직까지 한옥시장의 규모는 시장경제로써의 규모를 갖추지 못한 현실이고 일반인들의 한옥에 대한 좋지 않은 인식이 개선되지 못한 것이 한옥수요 증가의 저해가 되는 하나의 원인으로 작용하고 있다. 중앙정부와 지자체에서 한옥 인식을 제고하기 위한 다양한 노력을 기울이고 있으나 아직까지 그 효과가 미미한 상황이다. 최근 「한옥 등 건축자산의 진흥에 관한 법률」이 재정되어 한옥문화 진흥을 위한 노력이 다양하게 이루어지고 있다. 특히, 적은비용으로 큰 효과를 볼 수 있는 한옥 공공건축물에 대한 지원이 중앙정부 및 지자체를 중심으로 지속적으로 이루어져 왔다. 그러나 갓 걸음마를 뗀 수준으로 그 수가 많은 편은 아니며 여전히 주거공간으로서의 한옥의 수가 월등히 많은 편1)이다. 공공건축물의 건립 목적 상 많은 사람들이 이용하기 때문에 한옥으로 조성될 경우 기존의 한옥의 단점에 대한 이미지를 개선하고 한옥의 장점에 대한 홍보 효과는 주거 용도의 한옥건축보다 크다고 할 수 있다. 또한 국민들에게 언제나 한옥을 체험할 수 있는 기회를 준다는 점에서 한옥 공공건축물이 가지는 의의는 크다고 볼 수 있다. 하지만, 이러한 한옥 공공건축물을 보급함에 있어서 복잡하고 일반건축물 중심의 공공건축물 사업발주 절차로 인하여 관련 사업 진행에 어려움이 있다. 설계 과정의 경우 구체적으로 참고할 수 있는 우수 사례에 대한 정보제공과 다양한 기능을 계획에 반영하기 위한 한옥의 공간구성, 구조, 배치 등의 자료가 부족하여 많은 어려움이 있다. 이에 본 연구는 한옥 공공건축물의 발주 절차에서 나타나는 문제점에 대한 개선방안을 마련하는 것을 목적으로 한다. 이를 위하여 공공건축물 사업발주 절차와 한옥 공공건축물 사업진행의 절차별 근거법령을 조사하였다. 실제 사례를 조사하기 위하여 나라장터에서 관련자료를 확보하고 해당 지자체로부터 한옥 공공건축물 설계지침서를 협조받아 내용을 분석하고, 항목별 참고사항을 정리하였다. 위의 연구 과정을 통하여 얻은 한옥 공공건축물 발주절차의 개선방안의 결론은 크게 두 가지로 요약할 수 있다. 첫째는 한옥 공공건축물의 양적 확대를 위한 관련 일반건축물 대상의 제도와 절차를 한옥의 특성을 반영할 수 있도록 하는 것이고, 둘째는 한옥 공공건축물의 질을 높이고 지역성과 전통성을 반영하기 위한 전문성 확보 및 설계지침가이드라인 보급이다. 먼저 한옥 공공건축물 발주시, 계획단계에서는 기존 공공건축물 예산수립기준이 아닌, 한옥시공의 특수성이 반영된 예산수립 기준이 필요하다. 또한 타당성 검토, 사전검토 단계에서 한옥 전문가의 의견이 반영될 수 있는 절차를 마련해야 한다. 건축허가 과정에서 한옥의 특성을 반영한 각종 심의 관련 기준을 마련하여야 한다. 효율적인 예산집행이 가능하도록 설계용역 발주에서 명확한 사업목표 및 시설활용방안 제시하도록 한다. 또한, 한옥 공공건축물의 질을 담보하기 위하여 발주청의 담당자가 참고할 수 있는 ' 한옥 설계발주 과업지침서 가이드라인'이 필요하다. 가이드라인에는 한옥의 전통미와 지역성을 반영할 수 있도록 선택적으로 적용 가능한 부분별 체크리스트가 필요하며 전문성과 관련된 기준이 마련되어야 한다. |

Efforts to proliferate Hanok culture have been delivering in various fields with the legislation of Architectural Assets Promotion Act. Supports for Hanok public building is especially continued by the central and local governments, because of its effective promotion and proliferation of Hanok culture. Due to the characteristics of public building, it has lots of users and visitors and this calls for continuous supports for the Hanok public building. Hanok public building can provide traditional Korean cultural housing experience with users and visitors, and this can be a chance to improve the understanding of Hanok and to promote the benefit of Hanok. A project delivery system for public building is, however, oriented towards general building types so that Hanok public building projects have difficulty in delivering the projects. Referable cases and obtainable information are scarce especially in the Hanok public building design phase. This results to be difficult to reflect unique Hanok spatial organization, structure, and arrangement in Hanok public building. This study, therefore, aims to propose the improvement plan for Hanok public buildnig project delivery system focusing on the design phase. This study examined the public building project delivery systems and legislation related with each phase of Hanok public building project delivery. Real cases are also investigated through the data from Korea On-line E-Procurement System and from local governments. Based on results of the examination and investigation in this study, we propose two improvement plans. The first is that relevant systems and procedures need to be rationalized for quantitative proliferation of Hanok public building. The second is that the quality of Hanok public building needs to be improved through the provision of designing instruction guidelines with securing design professionalism. The budget establishment process needs to consider the speciality of Hanok construction. The preliminary examination and feasibility check should have possibility for listening to Hanok experts'opinion. The standards for permitting construction also need to be prepared, considering the characteristics of Hanok. In order to secure the good quality of Hanok public building projects, the person in charge of ordering organization should be able to refer a'project delivery standards and guidelines for Hanok design.'The guideline needs to include the standards for Hanok professionalism and the checklists for the feature, locality, and traditional beauty of Hanok. |
