Although the Pedestrian Safety and Convenience Act was established in 2012 to enhance pedestrian rights and improve the quality of pedestrian environments, it has still diverse limitations in terms of (1) a guarantee of fundamental human rights, (2) a system for policy implementation and (3) application of specific policies. Against this backdrop, this study aims to suggest an amendment of the act through reviewing of related acts and policies. The main suggestions are as follows. Firstly, to strengthen stature of the act, the government should redefine a definition of pedestrian rights and principles of pedestrian passage. Moreover, Pedestrian Safety and Convenience Act have to have priority over other acts related to the pedestrian rights. Secondly, to settle a central system for pedestrian policy including current legal plans, the government should set a legal background on national planning and committee for pedestrians. Thirdly, to enhance pedestrian rights on the street without sidewalk (shared street), the act need to introduce a new article that supports a Pedestrian Priority Street and Pedestrian Safety Zone. Lastly, to make a tool for pedestrian policy evaluation, the government should introduce articles regarding the Pedestrian Safety Index and Pedestrian Environment Research Center. Through this revision, we expect that the pedestrian rights will be enhanced, and moreover various urban design projects for pedestrians will be activated. |
