박근혜 정부는 2014년 드레스덴선언 이후 통일준비위원회 발족('14.8.7), 광복절 경축사('14.8.15) 등을 통하여 통일의 기본방향을 강조한바 있다. 건축분야와 관련하여서는 작은 마을에서부터 남북한이 함께 생활환경을 개선해 나가는 민생인프라 협력, 문화유산의 남북이 함께 발굴?보존 등 작은 사업부터의 동질성 회복을 언급하였다. 본 연구의 목적은 첫째, 통일관련 기존의 논의들을 정리한 기초자료를 구축하는 것이고, 둘째로는 통일대비 건축정책 추진방향 설정 및 단계별 통일준비 목표와 과제를 설정하는 것이다. 이를 위하여 본 연구에서는 건축을 3가지 틀로 가정하였다. 첫째, 경제?산업?기술적 관점에서의 건축으로 국토 및 도시분야와 관련한 건축, 건축생산체계와 관련한 건축분야를 포함한다. 둘째, 사회적 관점에서의 건축으로 법제도적 관점에서의 건축, 주민생활서비스와 관련한 건축이다. 셋째, 문화적 관점에서의 건축은 남북한간 동질성회복을 목표로 하는 건축, 미래지향적인 공동의 가치를 형성하는 건축으로 구분하였다. 통일대비 건축분야 추진동향은 정책, 사업, 민간분야로 구분하여 살펴보았다. 정책분야의 경우, 정부의 정책방향과 통일준비위원회, 중앙부처별로 추진하고 있는 통일대비건축분야 사업을 살펴보았다. 사업분야의 경우, 사회적 경제?산업?기술적인 관점에서 추진되는 개발 및 정비사업과 문화적인 차원에서의 학술교류 및 문화이벤트 등의 사업이 속한다. 정책분야의 경우, 통일준비위원회, 통일부, 국토부 등에서 다양한 정책들이 진행되고 있다. 민간분야의 경우, 1990년대부터 다양한 연구성과들이 소개되기 시작하였다. 옛 사회주의 국가의 몰락에 따라 다양한 북한관련 정보들이 민간에도 제공되기 시작한 시점이다. 사업분야 역시 다양한 금강산관광개발, 개성공단사업 등 경제협력 사업이 추진되기 시작하였고, 일부 사업이 추진된바 있으나, 본격적인 교류단계로는 추진되고 있지 못하는 상황이다. 남북간의 건축분야의 차이에 대한 인식은 향후 통합, 통일의 과정에 있어서 주요하게 고려되어야 할 부분이다. 첫째, 경제·산업·기술적 관점에서의 건축은 북한지역의 건축자재, 전문인력 현황 등에 대해서 살펴본다. 평양지역을 제외하고는 대다수의 지역의 건축도시분야는 남한의 1980년대 수준으로 파악되고 있으며 기본적인 기초산업이 부족하여 건축자재 관련 사업이 열악한 것으로 파악되었다. 둘째, 사회적 관점에서의 건축은 건축법령, 기준 등 건축제도와 주거를 마지막으로 문화적 관점에서의 건축에서는 주체건축, 사회주의 도시를 주제로 살펴보았다. 남한건축과의 가장 큰 차이는 북한건축은 국가통제에 따라 건축이 만들어지고 사용되고 있다는 점이다. 제한적으로 개별소유 건축물도 등장하고 있는 것으로 알려지고 있으나, 인력 및 관련 자재 등이 건설총계획 등을 통하여 국가로부터 관리되고 있다. 독일에서는 통일 이전에 도시 및 건축분야의 별도의 정책은 수립하지 않았다. 다만 서독에서 이미 실행되고 있던 도시 및 건축분야 정책을 탄탄히 구축하고 이를 동독에도 보완, 적용함으로써 동·서독간의 도시건축적인 발전의 간극을 줄여 균형적인 발전을 이루고자 하였다. 따라서 통일 전 서독에서 추진, 진행, 적용 중이었던 도시 및 건축분야 정책인 '도시개발지원' (Stadtebauforderung)을 소개하고 통일 후 이 정책의 하위 프로그램들이 어떻게 구동독 도시 및 구서독 도시의 활성화 및 균형화에 기여하였는지를 살펴보았다. 주요해결과제로 제시되었던 것은 6가지로 '체제구조 변화에 따른 긴급 대처', '구 동독지역의 낙후된 도심지 재건', '구 동독의 주거지개선', '사회적 융합', '인구 이동에 따른도시쇠퇴', '지역활성화' 등이다. 각각의 정책 해결을 위하여 시범도시 프로젝트, 도시정빛 도시개발과 역사문화지대를 중심으로 한 보전 정책 등이 진행되었다. 주목할 만한 것은 중앙정부와 지방정부의 역할을 구분하여 주요 도시지역에 대해서는 지역여건에 맞는 stadtumbau로 지역별 발전전략을 수립하고 기존의 복지혜택을 도시전략과 연계한 '사회복지도시'정책을 추진하고 있다. 본 연구에서 검토하는 건축분야의 실천목표 역시 단계별로 제시될 필요가 있다. 1단계로 건축분야의 남북분야 협력을 위한 기초원칙을 마련하는 것이고, 2단계로는 남북한간 통일준비 법제도 통합을 위한 준비 작업, 3단계는 통합적인 법제도 마련의 단계이다. 통일방안은 지속적으로 유지되어오는 통일의 원칙이며 각 정부에서는 구체적인 실천적 단계에서의 대북정책방향을 제시하여 오고 있다. 박근혜 정부에서는 '평화통일 기반구축'을 4대 국정기조의 하나로 제시하고, 이를 위한 전략으로 '한반도 신뢰프로세스'를 제시하였고, 이를 통한 남북관계 정상화를 주요 국정과제로 설정하였다. 한반도 신뢰프로세스의 3대 목표는 남북관계 발전, 한반도 평화정착, 통일기반 구축이다. 남북관계 발전은 상식과 국제규범이 통하는 새로운 남북관계 정립, 호혜적 교류·협력과 남북간 공동이익의 확대를 통한 경제·사회문화 공동체 건설을 추구한다. 한반도 평화정착은 지속가능한 평화를 통하여 군사적 대결을 완화하고 경제·문화공동체를 건설해 '작은 통일'을 통하여 제도적·정치적 통합을 통한 '큰 통일'의 단계적 통일을 지향한다. 통일기반 구축은 통일에 대비한 사회역량을 확충하고 국제사회와의 협력을 통하여 통일기반을 구축하고자 하는 것이다. 건축분야의 추진과제 준비와 관련하여서 통일 시나리오 대응한 과제에 대한 검토도 중요할 수 있다. 통일방안과 무관하게 갑작스러운 변화에 대한 변수 등에 대해서는 통일분야에서 중요하게 다루어지기도 한다. 건축분야 역시 급변사태 발생 등으로 인한 대규모 인구 이동 등 단계별 준비가 이루어지지 못한 상황에서의 대응도 넓은 범위에서는 준비되어야 할 과제일 수 있다. 하지만, 본 연구에서는 남한에서 공식적인 통일방식으로 다루고 있는 '민족공동체 통일방안의 관점'에서 단계별 통일에 대응한 필요 과제를 검토하여 제안하고자 한다. 이는 통일의 기본적인 방향이기 때문이며, 아직 건축계에서는 다양한 시나리오 대응할 여건이 마련되지 않았기 때문에 점진적으로 준비가 필요한 사항이기 때문이다. 따라서, 현재 시점에서는 남북간의 교류가 우선되어야 하며, 추진 가능성에서는 문화교류 차원이나 인도적인 차원에서의 건축분야 협력사업, 국제협력기구와 공동으로 추진하는 방식 등이 검토될 수 있다. 본 연구의 성과는 기존에 건축분야에서 진행되었던 성과들을 검토함으로서 향후 연구를 위한 기초자료를 확보하였다는 차원에 있다. 기초자료를 통하여 기존에 논의되었던 통일관련 논의를 정리를 바탕으로 향후 추진과제를 제안하였다. 북한지역에 대한 정보는 북한의 건축실체를 보여주지는 못하는 한계를 가지고 있었다. 하지만, 향후 연구를 위해서는 그 지점에서 통일대비 연구가 시작되어야 한다. 통일대비 건축분야의 최근 동향과 정책방향을 통하여 향후 추진가능한 로드맵을 1차적인 초안 수준에서 제시하였다. 초기단계에는 통일대비 건축분야 정책, 연구기관 공동협의체 구성 및 운영, 북한과의 작은 단계에서의 건축협력 사업 발굴 및 추진을 통하여 통일시대 기반구축을 위한 실현가능한 과제들을 제시하였다. 향후 각 추진목표, 전략 등에 대해서 지속적인 전문가 그룹 및 타 부처등과의 협력 등을 통하여 건축분야 추진과제를 구체화시키고 종합적인 전략계획으로 마련할 필요가 있다. |
