군산은 일제강점기 1899년 개항한 대표적인 항구도시로서, 격자형 도시계획 가로체계와 근대 일식가옥이 군집되어 있다. 2010년부터 군산은 근대역사문화벨트화사업으로 근대건축자산에 대한 가치를 재정립하고, 2014년 도시재생사업 선도지역으로 선정되어 활성화계획을 수립 중이다. 2015년 현재 도시재생으로 인한 주요 가로의 경관변화를 살펴본 군산은 원도심 활성화와 함께 급속한 상업화와 젠트리피케이션이 동시에 나타나고 있다. 상업화는 상업공간의 증가, 건축물 용도의 변화, 주민지원시설의 감소, 관광객 지원 시설의 증가 등의 공간변화이다. 지난 1년간 원도심을 떠난 전출자의 수가 증가로 젠트리피케이션을 확인할 수 있다. 그러므로 현재의 문제점을 인식하고 개선점을 도출하여, 향후 도시재생사업 추진이 필요하다. 군산 원도심의 정체성을 존중한 마스터플랜의 제시, 활성화계획에 따른 부적절한 건축행위의 조절, 향후 지구단위계획으로의 연계 발전이 요구된다. 도시재생 사업의 주체이자 수혜자는 지역주민이어야 하므로, 지속가능한 거주환경을 구현할 수 있도록 주민지원시설 우선 지원 등의 대응책 마련도 병행되어야 한다. |

Gunsan is a representative local city which has the foreign settlement area with the opening of the port in 1899, Japanese-style urban planning was set up and lots of houses were gathered in the original downtown. Since 2010, Gunsan has tried to redefine the value of the modern heritages and has pushed forward Modern History-Culture Belt Project. It is actually drawing up an urban activation plan while Gunsan was selected as a leading town for urban regeneration in 2014. This research confirms the notable change of urban landscape of two main streets in the original downtown. In 2015, the consecutive urban regeneration projects let Gunsan revitalize its declining downtown and have the negative effects such as commercialization and gentrification. To be specific, the increase of commercial space and tourist support facilities, change of architectural program and diminution of life support facilities are brought into commercialization. Many people have moved out of the old downtown in the past year. Therefore, the future urban regeneration project has to be reformed and pursued on the basis of facing up to reality. The urban regeneration project should be improved through setting up a new master plan and district plan considering the local identity and controlling the inappropriate transformations. To keep a sustainability of inhabitants, the urban regeneration project has to give a priority to the life support facilities. |
