도시화되는 과정에서 새로운 유형의 범죄가 늘어나고, 이는 시민의 기본적인 안위를 위협하는 심각한 요인이 되고 있다. 범죄로부터 안전한 환경을 만드는 것은 경찰뿐만 아니라 개인과 공동체사회 전체가 부담해야 하는 과제이다. 범죄를 줄이기 위해 다각적인 노력이 필요하다. 범죄를 줄일 수 있는 방법에는 전문기관의 조직적이고 전문적 기술이 행해져야 함은 물론이고 시민들의 일상적인 삶에서 범죄를 예방할 수 있는 요소를 도입하여 효율적으로 줄일 수 있는 환경을 만들어야 한다. 범죄예방에 필요한 물리적, 심리적 환경 개선을 위해 공동체의 노력과 기관의 공적 업무도 필요하지만, 이로 인해 개선된 환경을 유지할 수 있는 가장 효과적인 방안은 공동체의 '관심과 참여'이다. 셉테드 원리 중 '행위지원(Activity Support)'은 시민들의 일상적인 삶에서 범죄를 예방할 수 있는 행동들을 지원한다. 공공미술을 활용한 행위지원을 통해 공동체의 공감·소통 시간을 자연스럽게 늘려 거리의 눈(Eyes on the Street)을 활성화하고 이를 통해 자연적 감시(Natural Surveillance)기능을 확대하는 것이다. |

As heavily populated mega cities have emerged since the industrialization of the late 19th century, the concept of "public" has become increasingly significant in the fields of space, urban and environmental design. Indeed, public or publicness has become such a significant measure that it has become enough to refer to the present as the "Public Age." At times, the public has become a means to measure levels of welfare or social justice. In other instances, the public has been associated with public norms and order comprised of both tangible and intangible components which form and move society in big cities, and are essential for keeping cities safe. There are theories that argue crime occurs when public norms and order are disturbed, and an increase in new types of crime accompanying urbanization has become a serious threat to the basic safety of citizens. The creation of a responsive and safe environment from crime is a task not only of the police, but also of individuals, institutions, and the entire community. The most effective means for supporting improvements in the physical and mental environment include securing community interests and participation or in CPTED terms, "activity support." |
