최근 급격한 기후변화의 영향으로 자연재해 피해가 매년 증가하고 있으며, 이로 인하여 경제적 손실 및 인적피해 또한 증가하고 있다. 자연재해에 대응하고 피해규모를 최소화하기 위해서는 건축물 설계단계부터 방재계획이 적극적으로 고려되어야 한다. 이에 본 연구는 건축계획 실무자를 대상으로 건축설계 단계에서의 방재계획 실태 및 인식 조사를 통하여 그 문제점을 파악하고 개선방안을 모색하고자 한다. 분석 결과에 따르면 첫째, 대부분의 응답자가 건축물 설계시 방재계획을 중요한 요소로 인식하고 있다. 둘째, 약 84.9%의 응답자가 현 건축물 설계 및 관리기준을 다양한 자연재해의 대응 충분성에 대해 보통 이하로 인식하고 있으며, 자연재해에 대응하기 위한 법규 및 조례를 재정비할 필요가 있다고 답하였다. 셋째, 기후변화에 대응할 수 있도록 재해요인별 건축계획이 필요하다고 인식하고 있다. 따라서 자연재해에 대응하기 위해 우선적으로 피해원인 분석 정보를 DB화하여 건축설계 실무자들이 활용할 수 있도록 관련 기관의 협조가 필요하다고 판단되며, 설계 지침 개선 및 대책을 명확히 제시할 필요가 있다. |

The purpose of this study is to seek a improvement plan for the actual condition and recognition of architecture disaster prevention plan at the design stage. Under the influence of the recent rapid climate change, natural disasters has been increasing every year. The economic losses and the human damage also increasing. In order to correspond to natural disasters, to minimize the extent of the damage, it is necessary to consider actively architecture disaster prevention planning from the design stage of the building. In this study, the subject experts of architectural planning, through the study of recognition and actual condition of disaster prevention planning in the architectural design stage, trying to figure out their problems and seek a improvement plan. As a result, First, The most respondents has been recognized as an important element disaster prevention planning at the design stage. Second, In order to prepare to natural disasters, it is determined that needs an improved design guildline of the building. It must be to improve the relevance of architecture and disaster-related planning. Third, They are recognized that it is necessary to architectural planning of the factors of another disaster so that it can respond to climate change. Therefore, It is determined that above all cooperation of related organization is necessary to use cause analysis information for architectural design practitioners. And It needs to be clearly presented countermeasure and improvement of design guidelines. |
