지난 6월 「도시재생 활성화 및 지원에 관한 특별법」(이하 도시재생특별법)이 제정되어 국내에서 도시재생 추진을 위한 제도적 기반이 마련되었다. 도시재생특별법은 기존의 물리적 도시정비방식에서 벗어나, 경제·사회·문화 등 도시의 종합적 기능 회복을 도모하기 위해 제정된 것으로, 쇠퇴도시의 경쟁력을 향상시키기 위한 경제기반의 확충 및 근린생활권 단위의 공동체 활성화 등을 제도적으로 뒷받침할 수 있을 것이다. 도시재생특별법의 본격적인 시행('13.12.5)을 앞두고 도시재생 활성화를 위해 다양한 부문에서 다각적인 검토와 준비가 필요하다. 특히 지역의 재정, 인력, 제도 등 여러 여건이 좋지 않은 현 상황에서 도시재생의 조기 정착을 위해서는 체계적이고 효율적인 지원이 필요하며, 이와 함께 지역의 다양한 특성이 반영될 수 있도록 유연하고 다양한 방식이 제시되어야 한다. 이에 본 연구는 도시재생의 국내 조기 정착 및 활성화에 기여할 수 있도록, 해외 주요 국가들(영국, 프랑스, 일본)의 도시재생을 위한 다양한 지원체계(재정지원 프로그램과 이를 운영?관리하는 조직을 중심으로)를 조사, 분석하여 국내 도시재생 정책 실현을 위한 시사점을 도출하고자 하였다. 각 국가의 도시재생 지원체계의 특징을 정리하면 다음과 같다. 영국 지원체계의 가장 큰 특징은 통합된 단일 예산프로그램으로, 이를 중심으로 지원조직과 추진체계를 구축하였다. 하지만 추후 단일 예산프로그램을 보완하기 위해 근린재생을 위한 예산과 프로그램을 신설하였다. 광역지역(region) 차원의 도시재생사업을 효율적·효과적으로 실행하기 위한 조직과 전달체계 구축을 위해 9개의 RDA를 신설하고, 중앙부처 대신 SRB을 운용하였다. 지역차원(local)에서는 '근린주구(neighbourhood)' 개념을 넘어 '커뮤니티(community)' 개념을 도입하고, 도시재생 사업을 실현하고자 국가근린재생전략 NSNR을 수립하여 10년 동안 '뉴딜 커뮤니티(New Deal for Community)'를 실시하였다. 영국의 도시재생 정책은 SRB, RGF, NDC, NRF 등 다양한 재정지원프로그램을 운영하기 위해 추진체계가 구축되고, 이것을 운영하기 위해 다양한 주체들(공공, 민간, 주민, 관련 단체 등)의 관계가 형성되었다. 도시재생의 재정지원이나 사업추진에서 관련 주체들 간의 다양한 파트너쉽 형성이 전제되어 있으며, 이러한 파트너쉽은 굉장히 유연하고 가변적인 지원조직으로서 작동하였다. 2010년 보수당 연립정부 수립 이후 RDA를 폐지하고 LEP(Local Enterprise Partnership)을 설립, 영국의 도시재생 정책은 공공주도에서 민간주도로 변화하게 된다. 특히 중앙정부의 재정 부담이 커지면서 재정지원을 축소하고자 도시재생 정책의 방향을 지자체와 지방 민간기업과의 협력을 통한 지역 경제성장과 일자리 창출로 바꾸었다. 일본 지원체계의 특징은 장소단위의 계획 수립에 의한 도시재생 사업추진 및 인정제도의 운영이다. 도시재생과 관련된 중요한 교부금들은 각각의 근거법과 중앙부처의 관할 전담본부가 다르지만, 각 지역에서 계획을 수립하면 인정제도를 통해 관련 예산을 지원받을 수 있다. 도시재생 관련법에 근거하여 추진되는 도시재생사업은 크게 '도시경제활성화'와 '근린재생사업'으로 구분할 수 있으며, 각 사업에 따라 국가 관할조직과 재원, 재정지원 대상과 조건이 다르다. 일본의 도시재생사업은 중앙정부의 재정을 지원받고자 하는 지방자치단체(시?정?촌)이 관련 계획을 수립하고 중앙정부가 그 내용을 심사?평가하여 재정지원 수준을 결정한다. 대표적인 포괄보조금은 2010년부터 시작된 사회자본정비교부금과 2012년 신설된 방재?안전 교부금이 있다. 또한 사업 추진을 위한 실행조직을 지원하기 위해 주민, 관련 비영리법인 등에 의해 조성되는 주민참여형 마을만들기펀드가 있다. 도시재생관련 특별구역 지정과 인정, 중심시가지활성화와 마을만들기사업을 관장하고 재정을 지원하기 위해 중앙정부 차원에서 전담조직과 지원기구를 설치·운영하였으며, 주민과 지자체 주도의 거버넌스 체계로 운영될 수 있도록 도시재생사업을 평가?선정하고 지원할 수 있는 중간지원조직을 설치하고 있다. 지역차원에서는 장소중심의 도시재생사업을 추진할 수 있도록 마을만들기 공사나 마을만들기 추진센터 등 사업실행조직이 설립, 운영되고 있다. 일본에서 도시재생 실행을 위한 전담조직과 다양한 위계와 형태를 갖춘 중간지원조직은 도시재생 실현을 위한 거버넌스 형성의 핵심 주체이자 교부금 지원의 전제조건이 되며, 특히 중심시가지활성화사업과 지역재생사업은 사업계획 작성부터 사업실행 전 과정에 거버넌스 체계 구축을 의무화하고 있다. 프랑스는 물리, 사회, 경제 등 통합적 재생 추진을 위해 국가 주도의 대규모 사업을 추진하고, 이를 위해 재정 및 사업관리 체계를 구축하여 국가 재정을 효율적으로 투입하기 위해 노력하였다. 2000년대 이후 도시 환경, 경제, 사회적 차원의 종합적 재생을 추진하기 위해 도시재생과 사회통합(SRU) 및 도시재생(Borloo) 등의 관련 법률을 제정, 도시재생사업의 통합적 추진과 다양한 주체의 참여를 제도화하였다. 2004년부터 2020년까지 국가주도의 대규모 도시재생사업인 PNRU사업을 추진하고 있으며, 이 사업을 전담하기 위해 국가도시재생청(ANRU)을 설립하고 재정 및 사업 관리 창구를 일원화하였다. PNRU 사업 추진을 위해 사업의 선정, 평가, 심의 등 중요한 의사 결정을 위해 관련 정부 및 관계기관 대표들이 모여 협약을 체결하고 행정위원회를 구성하여 중앙 집중적인 사업 관리체계를 마련하였다. 다양한 주체들이 참여하는 사업 추진 과정 속에서 행정과 재정 전달체계의 효율성을 확보하고 분쟁을 방지하기 위하여 사업단위, 업무단위, 정부위계 단위 등 여러 단계의 협약을 체결하여 진행하고 있다. 각 PNRU사업은 ANRU 주관의 행정위원회를 통해 사업의 선정과 심의가 이루어지며, 사업의 시행과정에서 단계별 점검 및 평가는 ANRU와 ACSE에 의해 이루어진다. 영국, 일본, 프랑스의 도시재생 지원체계 분석을 통해 국내 도시재생정책의 실현을 위해 중요한 시사점은 다음과 같이 정리 될 수 있다. 먼저 도시재생 추진을 위한 다양한 재정지원 프로그램과 사업 운영이다. 각 국가별로 중심이 되는 도시재생 프로그램(예산 또는 사업)과 함께 이를 보완할 수 있는 다양한 프로그램을 추후 운영하여 지역의 다양한 요구를 반영하고 있다. 다음으로는 재정지원(예산 또는 사업)을 위해 조직을 구성하거나 운영체계를 구축하여 효율적으로 예산을 집행하거나 사업을 운영하도록 하고 있으며, 그 구체적인 모습은 국가별 상황 또는 지원목적에 따라 다양하다. 또한 모든 국가들은 다양한 주체(조직) 간의 협력체계를 구축하고 있다. 공공, 민간/개인, 단체/중앙, 지자체, 지역 커뮤니티 등 다양한 성격과 위계의 주체들이 도시재생 추진의 여러 단계에서 다양한 협력 관계를 맺고 있다. 마지막으로 국가의 재정 부담을 줄이기 위해 도시재생 추진을 점차 공공지원에서 민간 참여 형태로 전환하고 있다. 이는 도시재생의 자연스러운 진화 과정이며, 궁극적으로 성공적인 도시재생이 추구하는 방향이라 할 수 있다. 본 연구는 도시재생의 국내 조기 정착 및 활성화에 기여할 수 있도록 해외 주요 국가들의 도시재생을 위한 다양한 지원체계를 조사하여 국내 도시재생 정책의 실현을 위한 시사점을 도출하고자 하였다. 하지만 여러 가지 현실적인 제약으로 국가별 자료 수집의 정도에 차이가 있어 국가별로 조사의 범위와 깊이가 동일하지 못하였고, 각 국가의 실제 적용사례 조사도 거의 문헌조사에 그쳐 심도 있는 조사가 이루어지지 못한 한계가 있다. 향후 이 연구를 바탕으로 국내 도시재생 지원체계 구축을 위해 다양한 재정지원 및 사업 프로그램을 개발하고 이것으로 효과적으로 운영할 수 있는 방안에 대한 연구가 필요할 것이다. |

Last April,「Special Act on Support for Urban Regeneration」 (legislated on June 4, 2013) was passed by the Parliament, and the institutional framework for urban regeneration in the country was built. Unlike the existing regulations focusing on physical urban improvement, this law, called 'Act on Urban Regeneration', aims at recovering comprehensive functions of a city in economic, social, and cultural aspects. Thus, it could institutionally support establishment of the economic base to enhance the competitiveness of deprived cities and community vitality in neighborhood. Before the law comes into effect on December 5, 2013, it is required to thoroughly consider current conditions and prepare for implementation of the law. Systematic and efficient support in particular is needed to help urban regeneration take root in the current situation that lacks funds, human resource, and institutional support. At the same time, the support should be flexible as to reflect the diverse regional characteristics. Accordingly, this research examines various support systems for urban regeneration of major countries(England, France, and Japan), focusing on funding programs and organizations that operate and manage the programs, and seek the way Korea's urban regeneration policy should proceed. The characteristics of the urban regeneration support system of each country are as in the following. One of the most distinguished features of England's system is the Single Regeneration Budget(SRB). Most of organizations and implementing systems were built based on the budget. Later, the government introduced additional budget and programs for neighborhood renewal to supplement SRB's shortcomings. The distinct characteristic of Japan's system is to implement urban regeneration projects by area based initiatives and the Recognition System. The important grants related to urban regeneration are distributed under different laws and ministries. However, the regions which establish a specific plan could be funded under the Recognition System. In France, the government established a finance and project management system to efficiently employ national funds, and has led huge-scale projects for comprehensive renewal including physical, social, economic improvement. Through the analysis of urban regeneration support systems of England, Japan and France, political implications for urban regeneration in the country could be summarized as follows. First, it is essential to operate a variety of financial support programs and projects. The case study shows that the three countries have embraced a number of regional demands by running core urban regeneration programs(budget or project) and continuous supplementation. In addition, they have built the organizations for financial support(budget or project) or operating system for effective budget execution and management. The specific ways vary depending on social situations and project purposes. Furthermore, the countries have established a cooperative system between diverse organizations. Throughout a regeneration project, multi-layered actors such as public, private/ individual, central government, local government, and local community work in partnership with each other. Lastly, the significance of private sectors rather than public sectors as main actors who carry forward a regeneration project is growing to reduce the government's financial burden. This transition is a natural evolutionary process as well as an ultimate goal that successful urban regeneration pursues. This research intends to explore a helpful method to realize policies on urban regeneration in the country by analyzing various support systems in major foreign countries. However, it still has several limitations. Due to realistic constraints such as time and space, a large part of the study was conducted by literature investigation. As a result, the scope and depth of the research varies by case and the topic is not discussed in depth. Therefore, based on this research, it is required to continuously develop diverse financial aid programs and projects to establish urban regeneration support systems, and further studies on methods to effectively operate such systems should follow. |
