현대인들의 야간 활동 증가 및 쾌적한 도시 환경에 대한 수요 증대로 인하여 도시 내 경관조명 및 관련 계획에 대한 관심과 중요성이 역시 더욱 증가하고 있다. 그러나 비효율적이고 무분별한 경관조명 연출 등 문제점들이 발생함에도 불구하고, 이를 체계적으로 관리하기 위한 경관조명계획 및 지침 마련이 미흡한 실정이다. 따라서 본 연구는 전국 지자체들을 대상으로 야간 경관조명 관련 계획의 수립?운용 현황을 조사하고, 계획이 비교적 양호하게 수립되어 있는 지자체들을 선정하여 세부 내용 및 특성을 분석하였다. 그리고 이를 토대로 현재 국내 야간경관 조명계획 현황의 문제점을 고찰하고, 야간 경관조명 계획 수립에 관한 시사점 및 개선 방안을 제시하고자 하였다. 연구 결과, 국내 지자체에서 도시경관조명계획을 별도로 수립한 지자체는 전무하였고, 관련계획을 수립한 경우, 경관기본 계획 또는 야간경관계획 내에 조명 관련 사항을 일부만 포함하고 있었으며, 각 지자체들은 제각기 상이한 수준과 범위의 조명계획을 수립하고 있었다. 따라서 보다 효과적인 야간경관 조성 및 경관조명 관리를 위해서는 일반적인 경관조명의 개념과 범위에 대한 기준 제시와 함께, 각 지역 경관자원의 특성을 반영한 계획 수립을 위한 가이드라인이 마련되어야 하며, 이를 지원할 수 있는 법?제도적 개선이 필요하다. |

With the increased urban activity of city residents in night-time and as an element of creating a more pleasant cityscape, the interest on nightscape lighting is increasingly growing in our country. The need for nightscape lighting increases whereas the local government efforts to establish an effective nightscape lighting plan have been quite insufficient so far. So this study examined the present situation concerning the establishment and management of nightscape lighting plans of local governments in Korea. Of those selected were local cases with relatively favorable attributes and analysed in terms of the contents and characteristics of its plans. Ultimately this study is aimed at considering the problems of domestic municipalities, drawing implications and making recommendations for improvements for future lighting plans. This study found that there was no municipality with a comprehensive nightscape lighting plan on its own and saw it necessary to establish guidelines proposing a general scope and guideline standards of lighting for more effective planning. Finally, this study recommends a comprehensive improvement of relevant laws on urban lighting and that these lighting installations take proper power saving measures into account. |
