사람들의 수요가 단순한 욕구를 젓족하는 것이 아니라, 정신적이고 사회적인 가치를 담아내는 문화적인 만족도의 차원으로 확장되었음을 의미한다. 따라서 상업가로에 요구하는 이용자들의 수요변화에 대응하는 상업가로들이 우선적으로 활성화되고 있으며, 그러한 수요를 수용할 수 있는 상업가로의 특성이 무엇인지를 밝히는 것이 상업가로의 개발과 개선을 위한 중요한 강조점이 되고 있다. 상업가로의 일반적인 물리적 특성을 살펴보면, 가로와 건축물의 관계가 인지적으로, 행태적으로 긴밀하게 연결되어 있어야 한다는 점을 들 수 있는데, 업무지역이나 주거지역에서는 접근성을 제공하는 길과, 개별 건축물간에 적절한 분절이 이루어지는 것이 기능적으로 바람직한 반면, 상업가로에서는 공공공간, 그리고 가로에서의 움직임이 자연스럽게 개별 건축물로 이어지며, 연속적인 체험을 제공하는 것이 활성화에 있어 매우 중요하다. 따라서 일반적으로 상업가로에서 적용되어 왔던, 아케이드나 보도, 조경 등 다양한 물리적 요소를 포함하여, 새로운 이용자 수요에 대응하는 적극적인 물리적 요소들의 개선방향을 제시하는 것이 기존 도심의 상업가로뿐 아니라, 신도시의 상업가로 활성화에도 기여할 수 있을 것이다. 이러한 점에서 본 연구는 상업가로와 가로변 건축물들의 관계를 이어주는 연결공간, 특히 데크와 테라스가 가로와 건축물의 긴밀한 연결이 요구되는 상업가로의 특성을 잘 보여주는 요소로서 우리나라에서 널리 활성화되고 , 있지는 않으나 높은 선호도를 보이고 있다는 점에서, 그 설치현황과 소요면적, 소요깊이 등에 대한 조사, 그리고 선호도에 대한 검증, 나아가 설치를 위한 법적, 제도적 분석 등을 실시하는 것을 본 연구의 내용으로 삼고자 하였다. 3장에서는 국내 상업가로에 확산되고 있는 데크·테라스에 대한 현황 및 실측조사를 실시하여 국내 데크·테라스 공간의 분포, 활용과 실질적인 규모를 확인하고자 하였다. 이를 위해 국내 주요 상업가로 8곳을 선정하여(서울 6곳, 경기 2곳) 이를 대상으로 가로에 위치한 건축물의 주용도, 공시지가, 건축물 연면적, 1층 상점의 세부용도 등 기초현황을 조사하였다. 이러한 기초조사와 함께 대상가로에 위치한 각각의 데크·테라스가 설치된 상점의 전면폭, 천정고를 포함하여 데크의 전면폭, 진입구, 데크 깊이, 데크 높이, 난간 높이, 차양의 높이 등을 실측하여 국내 데크·테라스의 실질적 규모 도출을 위한 자료를 구축하였다. 그리고 데크·테라스의 유형을 건축벽면선과 데크 공간의 관계를 기준으로, 돌출형(type 1), 돌출·관입 혼합형(type 2), 관입형(type 3)으로 나누어 그 유형별로 데크 관련 각 치수에 대한 평균크기·높이를 구하고, 대상지별로 이에 대한 가중평균을 계산하여 대상지별 데크·테라스의 규모에 대한 비교를 실시하였다. 그리고 전면도로폭에 따른 데크면적의 분포와 건축물 연면적에 따른 데크면적 분포를 분석하여 데크가 위치한 도시·건축적 상황과 데크의 면적사이의 관계 등 수치를 이용한 분석을 진행하였다. 110여개의 데크·테라스 공간에 대한 돌출된 부분과 관입된 부분에 대한 가중평균값을 도출하였다. 주가로(main street)와 면해 있으면 건물에서 도출되어 있는 데크의 전면폭이 6.991m, 건물에 관입되어 있는 데크의 전면폭은 부분은 6.585m였으며 데크의 깊이는 3.505m의 평균값을 보였다. 또한 소가로에 접한 데크의 경우 돌출된 부분이 8.822m, 관입된 부분이 7.792m였으며, 데크 깊이 값의 평균은 2.578m이였다. 우리나라의 표준인체치수와 신체타원개념, 그리고 테이블·의자의 표준치수를 활용하여 테이블유형과 개수에 따른 데크 공간의 규모를 검토하면 , 2인용 3개의 테이블과 6개의 의자가 배치되는 데크 공간의 최소 규모는 전면폭 7.828m, 깊이 6m로 추정된다. 국내의 데크·테라스 공간의 실질적인 치수와 배치될 가구 및 이용인 수에 따라 예상되는 공간의 규모를 산정하여 비교하면, 평균적으로 4개의 2인용 식탁이 두 줄로 배치되는 공?이 데크에 구성되는 것으로 나타난다. 4장에서는 국내 상업가로에서 확대되고 있는 대표적인 가로와 건축물 연결공간인 데크·테라스에 대한 이용자의 선호와 선호이유에 대한 설문을 실시하였으며, 동시에 상업가로의 활성화를 위한 지침에 반영하기 위해서 국내 상업가로의 전반적인 사항에 대한 설문도 함께 구성하여 실측대상지 중에서 5곳을 선정하여 각 지역마다 80명을 대상으로 총 400명을 대상으로 한 설문을 실시하였다. 특히 상업가로와 건축물의 연결공간, 그 중에서 데크·테라스에 대한 이용자의 선호 정도와 그 이유를 분석하여 상업가로에서 이러한 데크·테라스 공간에 대한 이용자의 선호가 나타남을 확인하고, 그 선호와 이유에 대한 결과를 다음과 같이 도출하였다. 데크 및 테라스공간에 대한 이용은 응답자의 69.3%가 이용한 경험이 있고, 실내공간과 비교했을 시 데크·테라스 공간에 대한 선호가 60%로 실내공간(40%)에 비해 보다 높은 선호를 나타내었다. 그리고 각 공간에 선호이유를 보면 데크·테라스에 대한 선호 이유로는 '햇빛, 바람 등 외기에 면함'이 가장 높았고, '채광 및 환기의 우수성(21.7%)', '보행자, 가로수 등 시각적 경험'(18.3%)에 해당하였다. 실내공간의 선호이유는 주로 실내의 쾌적성, 실내의 집중도 등이 주된 이유로 조사되었다. 그리고 각 공간에서의 주요활동은 대화가 가장 높은 비율로 나타났고, 그 외에 식사 및 음료마시기, 휴식 등의 순이었고, 휴식은 데크·테라스에서 보다 높은 비율을 보였다. 체류시간의 경우는 두 공간 다 1~2시간으로 유사하였고, 테라스 및 데크 공간 이용시 불편사항으로는 대기오염이 느껴지는 것이 가장 높은 비율을 보였고, 그 외 주변소음, 공간의 협소함 등이 불편사항으로 조사되었다. 또한 데크·테라스 주변을 보행할 때 느끼는 불편한 점으로는 보행보도 폭이 협소함이 가장 높았고, 그 외 데크 이용객의 흡연, 데크주변의 청결상태 등이 조사결과 불편사항으로 나타났다. 전반적인 응답에서는 데크 및 테라스를 이용한 경험이 많고 그러한 공간을 선호하며 외기에 면하며 채광 환기가 좋으며 , 시작적 선택의 폭이 넓은 것이 연결공간의 주요 선호요인으로 나타나고 있다. 5장에서는 상업가로의 데크·테라스 공간의 활성화를 위하여 관련된 국내 법제도를 검토하였으며, 이와 함께 데크·테라스 공간에 대한 제도적 관리와 현황을 담당 공무원 자문과 현장조사를 통해 살펴보았다. 주로 옥외 데크·테라스가 위치한 공간을 중심으로, 공개공지, 전면공지, 대지 안의 등으로 나누어 분석하고 이와 연계된 건축선, 벽면선, 주자창 등에 관한 법규를 검토하였다. 현재 국내 상업가로에 설치된 데크는 주로 전면공지, 공개공지나 대지안의 공지에 설치된 경우로, 데크(즉 바닥면으로만 구성)의 높이가 1m이하인 경우는 합법적인 범위 내에서 설치가 가능하다. 그러나 데크면에 기둥, 지붕 또는 벽체까지 갖춘 테라스는 구조물(기둥과 벽면)에 해당하므로, 즉 무단 증축행위이므로 건축법 14조(건축신고)에 의한 단속 대상물이 된다. 또한 필지내 공지가 아닌 부설주차면적으로 포함되는 대지에 데크를 설치하는 경우는 현재 주차장법 19조의 4(부설주차장의 용도변경 금지 등)에 의해 불법행위로 규정된다. 이처럼 데크가 위치한 대지의 성격과 데크면의 구조물에 의해 현재 조성된 데크 중에는 불법에 해당되는 사례가 다수 존재하고 있다. 현재 법제도 하에서는 건축물의 외부공간을 적극적으로 활용하기 위해서는 가로 활성화가 가능하도록 하는 규정, 지침 등의 변화가 필요하다. 이러한 변화의 방향을 살표보기 위한 해외 관련 사례의 조사는 가로와 건축물의 관계를 규정하는 지침과 노천카페에 대한 지침으로 나누어 진행하였다. 지침을 검토한 결과, 지침들은 각 부분에 대한 세세한 규정을 두는 동시에, 강한 구속력을 가지도록 하고 있으며, 예를 들어 지침에서는 테이블의 규모, 주변 가로시설 등에 대한 구체적 기준을 제시한다. 또한 노천카페 설치구역에 대한 규정은 인접도로폭을 참고하거나 도시 전체의 위계, 주변 용도지역지구제 및 보행량 등을 고려하여 그 구역을 결정하여, 도시의 전체적 여건에 배치되지 않으며 노천카페 활성화가 가능하도록 가이드라인을 제안하고 있다. 뉴욕시와 같은 경우는 커뮤니티 위원회와 논의하여 노천카페의 허가를 주고 있으며, 다수의 도시에서는 노천카페가 도로나 보도를 점유할 경우 이에 대한 비용을 징수하고 있었다. 이처럼 옥외공간, 특히 건축물에 부속되거나 인접한 연결공간을 적극적으로 활용하는 것을 제도적으로 유도하고 관리하기 위한 방안이 제시되어야 한다. 본 연구는 활력이 부족하고 단조로우며 내부지향적인 건축적 환경을 지닌 상업가로에 대한 문제인식에서 시작하였다. 국내의 기존 상업가로는 건축물과 연결되는 방식이 단조롭고, 상업가로 건축물의 전면부는 시각적 투명성(transparency)은 상대적으로 높으나, 행태적 접근성 등은 낮다. 현재 국내의 주요 상업가로에서 선호되며 확대되고 있는 데크· 테라스 공간은 가로와 건축물 연결공간에 대한 새로운 논의를 가능하게 하고, 데크·테라스의 다양한 형태와 활용방안은 단절된 모습을 보이는 국내 가로와 건축물 연결부에 대한 새로운 대안으로써의 가능성을 보여주고 있다. 설문조사결과에서 나타난 데크, 테라스에 대한 사람들의 선호는 내부지향적인 우리나라의 건축문화와 긴밀하게 연결된 것으로 이해해야 한다. 아파트, 다세대주택, 고층의 업무용 건축물 등 건축물의 상당부분은 외부공간과의 연결이 젓분하게 이루어지기 어려운 내부지향적인 건축물로 구성되어 있다. 이러한 경향은 주변환경에 대한 배려나, 관심을 가지기 어렵게 만들고, 자신의 거주하는 공간의 내부에만 집중하고, 주변과는 최대한의 단절을 이루는 것이 기능적인 것으로 인식되도록 하였다. 이러한 경향은 단지차원에서도 이루어지는데, 아파트 단지나 블록형 단독주택 단지 등에서 나타나는 성벽과도 같은 담장들은 그 모습이 완젓녹지로 바뀌기도 하지만, 본질적으로 외부공간과의 연계를 도모하는 방향은 아닌 것이다. 일부 상업가로에서 우리가 발견하게 되는 외부지향적인 연결공간, 데크나 테라스에서는 일상적으로 경험하기 어려운 이른바 비일상적 체험이 가능케 하며, 이는 상업가로를 찾는 사람들의 문화적 욕구에 부응하고 있는 요소로 나타나고 있다. 사람들이 원하는 환경은 튜브로 된 식사처럼, 기본적인 욕구만을 채워주는 분절화된 것이 아니라, 여러가지 경험과 욕구젓족인 연계되어 있는 하나의 종합적 체험의 장이기 때문에 특화되고, 배타적으로 분리된 상업시설의 집합보다는 공간적으로 통합된 장을 선호하는 것이다. 상업가로에서 데크와 테라스의 역할은 단순하게 건축적인 차원에서 다양성을 증가시키거나 질적인 측면을 개선하는 것에 그치지 않는다. 설문결과 사람들이 외부에 드러나는 데크, 테라스를 이용할 때 가장 크게 나타나는 불만은 주로 차량의 배기가스로 추정되는 오염된 공기, 차량통행 등으로 인한 소음이었다. 이것은 기존의 상업가로의 대기오염이나 소음수준이 문제가 있다는 것을 반증하는 것이며, 그러한 것들이 불만없이 유지되어온 것은 상업가로의 건축물들이 그만큼 내부지향적이었기 때문에 가능했다고 보아야 한다. 인접한 가로의 환경적 질에 대한 관심은 건축이 열려야 가능하다. 데크, 테라스 등으로 가로에 더 많이 연결되어 있는 건축물들은 가로환경의 대기오염, 분진, 소음 등에 더 많은 관심을 가질 수 밖에 없고, 상업가로의 구체적인 요소들에 대해서 더 많은 의견을 내도록 한다. 이른바 건축의 사회적 기능이 작동하는 계기가 이 지점에서 마련되는 것이다. 상업가로가 가로변 건축물과 재산권의 경계를 넘어 연결되도록, 공공공간과 사적공간이 어떻게 협력하여 매력적인 공간을 만들어낼 것인가에 대해서 아직 명확한 절차나, 규범이 만들어지지 못한 우리사회는 그러한 공간을 널리 향유할 만한 준비가 젓분하지 않은 것으로 보인다. 조사결과 국내의 많은 데크와 테라스가 무단증축, 부설주차장의 무단 전용 등의 이유로 건축법과 주차장법 상의 불법행위에 해당하는 경우가 많음을 확인하였으며, 또한 데크와 테라스 공간 외에 보도나 도로 위에 테이블과 의자를 놓고 점유하는 경우에는 마땅한 지침이나 제도적 대응방안이 부족한 실정이다. 본 연구에서는 상업가로의 활성화를 위한 물리적 요소로서 데크와 테라스를 활성화해야 한다고 주장하고 있으며, 그 환경적, 행태적, 문화적 효과를 위해서 데크와 테라스를 제도적으로 유도하고, 지원할 필요성을 제기하고 있다. 이를 위해서 고려해야할 점들을 제시하면 다음과 같다. 첫째 데크와 테라스의 목적과 이용방식에 , 대한 명확한 정의가 필요하다. 데크 테라스라고 정의될 수 있는 공간은 건축물의 용도와 규모에 따라서 다양하기 때문에 모든 데크와 테라스를 유도하고 지원해야 하는가에 대해서는 각 사안에 따라서 다르게 판단되어야 한다. 왜 특정 건축물에 테라스를 설치해야 하며, 그러한 설치목적을 달성하기 위해서는 어떤 이용방식을 허용해야 하는가에 대한 확정이 먼저 이루어져야 한다. 둘째, 데크와 테라스의 설치공간의 법적 제도적 기준과 절차를 세부적으로 제시, 강화할 필요성이 있다. 어디까지를 데크, 테라스로 인정할 것인지, 그리고 기존의 건축법이나 유관법령과의 젓돌을 어떻게 해소할 것인지, 그리고 데크, 테라스의 공공에 기여하는 바와 사익간의 조정을 어떤 절차를 거쳐 협의, 결정할 것인지 등에 대한 규칙 등이 제정될 필요성이 있다. 셋째, 건축선 후퇴 및 주차장법에 의한 주차장공간 등에 대한 구체적인 개선이 필요하다. 건축선 후퇴를 위한 공공공간을 비워놓는 것이 더 바람직한 것인지, 주차장을 굳이 제공하지 않고자 하는 상업가로변 건축물 전면의 주차장을 반드시 강제하여야 하는지 등에 대한 논의를 진행하고, 그를 허용하는 경우 예외의 기준을 어떻게 마련할 것인지 등에 대한 내용이 검토되어야 한다. 넷째, 데크, 테라스 외에 단순한 파라솔, 벤치 등의 활용을 유도, 권장할 수 있는 제도적 기반이 마련되어야 한다. 상업가로에 과도하게 조성된 공개공지나, 유휴지 등에 활성화를 도모하기 위해, 일정공간을 지자체에 임대하거나 관리하는 방안 등을 고려하여 시행할 필요성이 있다. 이는 시설로서의 데크, 테라스의 한계를 극복하면서 계절적 요인이나 지역적 요인 등을 고려하여 유동적으로 공간의 이용을 활성화할 수 있으나 공공공간, 사적공간의 연계이용 등을 가능케 하기 위한 제도적 행정적 고려가 선행되어야 한다. 결국 이 연구는 상업가로를 내부지향적인 건축물의 집합체가 아니라, 외부의 공공공간과 개별 건축물들이 유기적으로 결합하면서, 상업가로의 공간적 매력을 제고할 수 있는 방안으로 데크, 테라스를 집중적으로 검토한 것으로 볼 수 있다. 데크, 테라스 외에도 상업가로를 통합적 연속적으로 체험할 , 수 있는 공간으로 만들기 위한 수단은 많이 있을 것이다. 아주 매력적인 건축물을 방문하기 위해서 무미건조하고 지루한 상업가로를 지나다니는 상황을 바꾸어 상업가로와 개별 건축물이 상승작용을 거둘 수 있는 물리적 대안을 적극적으로 유도하고 활성화할 필요성은 앞으로 더욱 확대될 것으로 보인다. |

Commercial streets are responsible for the core functions of urban spaces, and they are complex from a functional perspective, an economic perspective, a behavioral perspective, and a cognitive perspective. Thus, active commercial streets have a significant impact on the city's overall activation. These days, commercial areas have evolved into the dimension of cultural consumption, an extraordinary experience beyond the role of simply providing goods and services. This does not mean that it is a simple desire to meet the demand of the people, but has been extended to the cultural dimension of satisfaction that captures the value of mental and social. The commercial streets have been active primarily in response to changes in the needs of commercial users. To illuminate what the characteristics of the commercial streets that can accommodate such a demand has been a major emphasis for the development and improvement of the commercial street. Looking at the general physical characteristics of commercial streets, the relationship between streets and buildings has to be closely connected in cognitive and behavioral aspects. It is desirable that the segment takes place between individual buildings and proper roads where provide access to a functional business area or a residential area. To activate the public space, and the horizontal movement of naturally leads to individual buildings, and to provide continuous experiences, on the other hand, it is very important in the commercial street. Thus, the improvement direction of active physical elements corresponding to the demand for new users including a variety of physical factors, such as arcades or walkways, landscaping, which has been generally applied in commercial streets will be able to contribute to the activation of the new city commercial street as well as existing commercial strips. In this aspect, this research focuses on the connective space. In particular, decks and terraces between streets and buildings illustrate the requirements of commercial space. These spaces, we noted, are widely preferred in South Korea. However, because they are not yet activated, we conducted a survey for the installation of the required area, for the required depth and the affinity verification, and for the legal and institutional analysis regarding its installation. We investigated actual decks and terraces' distribution, substantial scale, and uses by surveying their main uses, the uses of the first floor, the official land price, and GFA applications as the fundamental status. Furthermore, we measured deck and terrace width, ceiling height, the width of the front of the deck, entry door, deck depth, deck height, the height of the railing, the height of the ceiling, and so on in order to draw the substantial size for the proposed guideline. Based on the architectural wall lines and the relationship of deck space, we categorized types such as protruded type (type 1), protruded and intruded mixed type (type 2), intruded type (type 3), and we calculated the dimensions of the average size and height. We also obtained the weighted average for more than 110 decks and terraces, dividing them into protruding and intruding parts. As a result, the protruding part of the deck facing a main street is 6.991m, whereas the intrusive part is 6.585m, having an average deck depth of 3.505m. We investigated the amount of deck space according to the number and type of tables based on Korean standard body dimensions, body elliptic concepts and a table and chair of standard dimensions. For instance, three tables for two persons and six chairs is estimated a minimum size of the front width 7.828m and 6m depth. By comparison with the substantial human dimension, we estimated the spatial scale of the anticipated use and practical dimensions of the decks and terraces area and furniture to be placed, depending on the number of decks and terraces. We intend to reflect the above results to the guidelines set standards for deck and patio area, which is one of the improvement plan on activating commercial streets. In Chpater 4, we conducted a survey about users' preferences and the reasons related to the connection between streets and buildings which is widespread in the commercial streets as decks and terraces. With the same time the overall survey of commercial streets was included in this survey in order to reflect the the degree of user's preference and the reason for the deck and patio space as the connection spaces between streets and buildings in commercial streets, were analyzed. It shows that the deck and patio area is used by 69.3% of respondents have experienced. The preference by 60% on the deck and patio area was higher compared to the interior space (40%). And the reason for the preference of decks and terraces is sunlight, wind, the exposure to outdoor. The highest percentage of complaints using the patio and deck space is to feel the air pollution. Uncomfortable feeling when walking around the deck, patio, was the narrowness of the tread width of the sidewalk. Chapter 5 has reviewed the domestic legal system related to the activation of decks and patio areas in commercial streets having through officials' consultation and site survey for institutional management and status. 1m less than the height of the deck (ie, only the bottom of the configuration) can be installed within a range of legitimate if it is installed on the public used open spaces or the open spaces in the plots. However, the terrace having poles, roof or wall on the deck surface is unauthorized acts because of the structure (columns and walls), so the expansion is the object of enforcement by the Building Code 14 (Construction Report). The survey of foreign-related guidelines was to define the relationship between streets and buildings as a guideline for outdoor cafe and kiosk. After reviewing the guidelines, these contain detailed instructions and rules for each part, and have a strong binding simultaneously. In addition, installation standards for outdoor cafes ask to consider the overall condition of the city, the adjacent road width, zoning and pedestrian volume when determining the outdoor cafes' areas. This study argues that the decks and terraces should be activated as a physical element for the revitalization of the commercial street. There is the need to induce decks and terraces in institutional measures for environmental, behavioral, and cultural effects. To do so, these are the points that we need to consider presented are as follows. First, a clear definition is needed on how to use decks and terraces with the purpose and the using ways. Each case should be differently judged whether all decks and terraces should be induced and supported since the defined spaces as decks and terraces can vary depending on the purpose and scale of buildings. Second, there is a need to strengthen the legal and institutional standards and procedures of the installation of decks and patio spaces in detail. It is required to have a standard of decks and terraces, and to solutions where conflict with existing building codes and related laws. And it is needed to establish regulations about procedures in terms of the coordination between the private interest and decks' public contributions. Third, specific improvements for the retraction of limit line of structure and parking space by Parking Law are required. It should discuss progress where it is more desirable to encourage the vacant public spaces for the retraction of limit line of structure, and whether the car park at the front of roadside commercial buildings that do not bother parking should be forced to retreat and so on. Fourth, it should be made in the institutional basis to induction and the use of mere umbrellas, benches, etc. except decks and terraces. There is a need to be done by considering ways to manage or lease some spaces in the municipality, such as excessive composition in the commercial street, open space, or unused land, etc., in order to promote the activation. In conclusion, this study could be seen as the intensive review of the terraces and decks organically combining commercial streets with individual buildings and external public spaces as a way to enhance the charm of the commercial street. It is necessary that dull and boring experiences must be changed when walking and staying in order to visit a very attractive building in commercial areas. It seems to be further expanded need to induce actively and activate the physical alternatives in reaping the commercial street and individual buildings in the future. |
