The main purpose of this research is to identify affecting factors of success possibility of SOC projects by examining factors of decision-making process around Yong-in LRT, subway 9 line and In-Cheon International Airport highway and analysing an interaction between decision-making factors like stakeholder, politic, economy, social and environmental issues, plan and verification and the success possibility of SOC projects. As the result it represented that the most effect factors were at the plan and examination side in the index and it illustrated that there were the important appropriateness and objectivity about the budget size and funding resources, reasonable work period and the evaluation and verification process about the analytical method and an elaborate work of research results among the 3 sections and overall. Move on to the political, social, economical and environmental side, it advocated that it was significant to establishing partnership between private and public sectors and social consensus. In addition there were major aspects like the duty of the invested companies about CSR and active campaigns of the government or private business enterprises and the reliability of those companies in stakeholder side. To explaining the relationship between the potential factors in the SOC decision making process and the success possibility of the projects that there was the important common features called the planing and examination but it appeared that the planing and examination was the most less considerable in the Subway 9 line. According to the Subway 9 line case, it was occurred some problems in the stakeholder side compared with the transport supply side. Finally it was a significant influence towards the plan and examination in the political, social, economical and environmental side. Therefore this study indicated that the stakeholder, political, social, economical and environmental factors were the key effect on the plan and examination and this was the essential part to succeed the SOC projects. It can be analyze that it is very meaningful to apply the cooperative plan which is the current trend in the planing process hence it is necessary that the stakeholder participate with the trust and takes a principal part into the projects when they drive the SOC projects. In the sense, this paper may be useful work to promote identifying the decision-making process factors affecting the success possibility of SOC Projects and it may be helpful to further develop of the decision-making process of SOC projects suggesting the guideline. |
