The main purposes of this study are (1) to identify the principle elements and operational methods of community land trust (CLT) system through the review of international CLT cases and (2) to analyze the elements and methods on the assumption of CLT adoption in Korea. Recent urban redevelopment projects in Korea have been criticized in terms of local residents displacement, community destruction, and land speculation problems. Given that, the importance of local residents-driven urban regeneration has been emphasized, but without hunting down the exaggerated private ownership of land. CLT system is expected to be a remedy for this Korean situation and is proved to be effective in worldwide countries. The review of international CLT cases reveals CLT's three procedural elements, ten consitutional components, and 33 operational methods. The analytical hierarchy process (AHP) analysis of Korean urban planning professionals's responses reveals five following major findings for Korea's CLT adoption: (1) acquisition of land through market price-based purchase, (2) importance of financial donations and governmental supports at an early stage (3) community-owned land and management body, (4) rental fee computation based on Korean public land value system, and (5) residential or housing supply-oriented CLT operation. |
