제1장 서론. 인류문명의 발전과정에서 정주환경에는 항상 물이 존재해왔으며, 농경문화를 중심으로 문명이 시작되는 단계에서 하천은 도시의 경제적 기반과 공간적 토대를 제공하는 중요한 역할을 해왔다. 우리나라의 경우에도 산과 강이 많은 국토공간의 지형적 특수성과 배산임수(背山臨水), 풍수지리(風水地理)와 같은 이념적 특수성으로 인해서 역사적으로 많은 도시들이 하천 주변에 형성되어 왔다. 이처럼 하천과 하천주변의 수변공간은 도시의 발전과 문화의 형성에 중요한 역할을 담당해온 중요한 도시공간이었으며, 시민들의 일상에 많은 영향을 미치고 있다. 그러나 이러한 수변공간이 가지는 의미와 가치에도 불구하고 우리나라의 경우 수변공간은 치수(治水)와 이수(利水) 등 기능적인 목적을 위주로 관리되고 사용되어 왔으며, 시민들의 이용을 위한 친수(親水)기능으로의 활용이 부족했고, 접근성도 결여되면서 도시공간과는 단절되어왔다. 또한, 토지의 효율과 개발가치를 극대화하기 위한 개발이 수변공간 주변에 진행됨에 따라 고밀도로 늘어선 성냥갑아파트나 고층고밀로 개발된 업무시설들이 들어섰으나, 정작 시민들은 수변공간에 가깝게 다가가지 못하고 멀리서 바라보는 상황이 이어졌다. 이러한 문제점들은 결국 수변공간이 활성화되지 못하고 도시공간에서 분리되고 방치되는 원인을 제공해왔는데, 근본적으로는 하천과 수변공간을 시민들이 사용하고 즐기는 도시공간의 일부로 계획 및 관리하지 못하고 방재의 수단이자 도시의 경계로 인식해왔다는 측면에서 그 원인을 찾아볼 수 있다. 최근, 기후변화에 대응하기 위한 저탄소 녹색도시의 모색, 시민의식의 향상과 공공공간의 요구, 경제성장에 따른 삶의 질 향상에 대한 기대 등 기후적, 사회적, 경제적 변화는 도시공간에서 물과 수변공간의 가치에 대한 새로운 패러다임의 모색을 요구하고 있다. 따라서 향후 도시의 경쟁력을 높이고, 삶의 환경을 개선하기 위해서는 도시 내에서 수변공간의 가치를 재인식하고 계획의 기조를 새롭게 정립할 필요가 있다. 이에 본 연구는 도시공간에서 수변공간의 가치와 좋은 수변공간이 가져야 할 요건을 제시하고 이를 구체적으로 실현하기 위한 도시계획 및 도시설계의 방향을 제시하는 것을 연구의 목적으로 한다. 본 연구의 대상이 되는 수변공간은 하천법상의 제외지에 해당하는 하천구역과 제내지 도시공간의 일부를 포괄하는 통합적 개념을 새롭게 연구진에서 제시하였으며, 이는 도시공간과 하천이 분리되어 계획, 관리되는 문제점을 해결하기 위한 대안으로 제시되었다. 연구의 범위로써 국내외 12개 도시에 대해 문제점과 시사점분석을 진행하였으며 공간적 분석과 제도, 지침, 문헌분석을 연계했다. 연구의 방법으로는 도면검토와 GIS분석, 현장답사, 담당자 면담을 통해 결과를 도출하는 방법을 사용했다. 기존의 관련연구들은 하천공간 혹은 도시공간 중의 한쪽에만 집중하거나, 해외사례에 대한 단순한 소개에 그치고 있어서 우리나라의 상황에서 수변공간이 활성화되기 위한 정책적 목표와 기준, 하천 수변공간을 중심으로 한 도시계획 및 도시설계의 방향에 대한 모색은 부족했다. 따라서 본 연구는 수변공간을 도시공간조성의 새로운 동력으로 제시하는 이른바 ‘리버 노믹스’를 제시하는 첫 번째 연구로 공간구조, 토지이용, 경관, 기반시설 디자인 등 향후 진행되는 수변공간 조성을 위한 세부적인 실천전략의 기본방향을 제시하는 의미를 가진다. 제2장 이론적 고찰 및 수변공간의 유형. 도시공간에서 하천이 가지는 가치는 여러 가지가 있을 수 있으나, 공간적 측면에서 볼 때 크게 다섯 가지 정도로 정리될 수 있다. 첫째, 대규모의 개방적인 공공공간을 제공한다는 점, 둘째, 자연적으로 쾌적한 환경과 아름다운 경관을 제공한다는 점, 셋째, 도시공간에서 선적인 방향으로의 방향성을 제시한다는 점, 넷째, 생태적으로 지속가능한 환경을 제공한다는 점, 마지막으로 수변공간의 지속성을 바탕으로 자연스럽게 형성되는 역사적 장소성을 제공한다는 점 등을 들 수 있다. 이러한 특성은 물이 가지는 물리적, 경관적 특성으로 인해 발현되는 것으로써 수변공간이 다른 도시공간과 차이를 가지게 하는 특성이라 할 수 있다. 그렇다면, 왜 지금 시점에서 수변공간에 대한 논의가 중요한 것일까? 첫째로는 기후변화에 따른 녹색성장시대에 새로운 녹색도시모형의 모색과정에서 인간과 자연이 공존하는 형태의 도시공간에 대한 관심이 높아지고 있으며, 수변공간은 이러한 관심에 대한 대표적인 대안이 될 수 있다는 점을 들 수 있다. 둘째로는 소득수준의 향상, 주5일제 실시 이후 관광, 여가, 건강에 대한 관심의 증가로 보다 쾌적한 도시공간에 대한 요구가 높아지고 있다는 점을 들 수 있다. 셋째로는 시민의식이 높아짐에 따라 점차 도시공간에서 공공공간에 대한 필요성 인식이 높아지고 있다는 점을 들 수 있다. 마지막으로는 탈산업시대로 접어들면서 수변공간에 있던 기존의 용도들이 쇠퇴하고 이에 따른 도시의 새로운 성장동력을 찾을 수 있는 대안으로 부상하고 있는 점을 들 수 있다. 한편, 이러한 수변공간이 도시공간에서 존재해 온 유형은 크게 네 가지로 정리될 수 있다. 첫째, 일상적인 주거공간으로써 유럽의 중층 주거단지에서부터 우리나라의 고층 아파트에 이르기까지 다양한 유형으로 수변공간에 거주하면서 형성된 수변주거공간을 들 수 있다. 둘째, 상업공간이나 역사문화공간으로써 시민들에게 상업공간이나 문화공간으로 조성되고, 오랜 기간 도시가 성장해오면서 자연스럽게 역사문화공간으로 조성된 공간을 들 수 있다. 셋째, 평탄한 대지와 용수를 확보할 수 있다는 측면에서 업무공간이나 산업공간으로 조성된 유형을 들 수 있으며, 마지막으로 수변 자연환경을 보전하거나 시민들을 위한 레저공간 등으로 활용하는 유형을 들 수 있다. 한편, 이러한 수변공간과 관련된 제도는 현재 「하천법」, 「수도법」, 「한강수계상수원수질개선 및 주민지원 등에 관한 법률(낙동강, 금강, 영산강 포함)」, 「소하천정비법」, 「국토법」, 「도시계획시설의 결정, 구조 및 설치기준에 관한 규칙」, 「경관법」,「도시공원 및 녹지 등에 관한 법률」, 「개발제한구역 관리 및 지정에 관한 특별조치법」, 「자연환경보전법」, 「환경정책기본법」 등 11개 법률에 걸쳐있으며, 각각의 범위와 목적은 수자원보호, 국토관리, 환경보전 등 각기 다른 목적으로 관리되고 있기 때문에 관리의 대상인 공간적 범위부터 각기 다른 상황이다. 본 연구에서는 도시공간과 단절되어 있는 하천 변 공간을 활성화한다는 측면에서 수변공간의 정의를 제방, 둔치와 같은 제외지 공간과 제외지 도시공간의 일정범위를 포함하는 범위로 제안한다. 제3장 수변공간 현황 및 문제점. 국내 수변공간의 현황 및 문제점을 분석하기 위해 수변공간의 용도, 해당도시의 규모, 인접한 하천의 규모와 성격, 지역적 안배를 고려하여 광주광역시(광주천), 진주시(남강), 구미시(낙동강), 남양주시(한강) 등 4개 도시를 선정하여 분석하였다. 분석 결과 광주광역시의 경우 도시공간구조상 수변공간으로의 접근성과 공공성이 결여되어있고 도시공간과 하천이 분리되어 있는 것이 발견되었으며, 주거, 상업, 공업 등이 서로 분리되어 단조롭고 획일적인 토지이용이 이루어져 있는 것으로 조사되었다. 특히, 하천에 설치된 교량이나 제방의 디자인 등은 주변의 도시경관과 조화되지 못하는 위압적인 경관으로 조성되어 있는 것이 문제점으로 제시되었다. 그렇지만, 오랜 시기를 두고 형성된 도시의 성격상 필지나 도시조직 등이 다채롭게 형성되어 있어서 향후 수변공간의 재생과정에서 이를 활용한 재생정책을 사용할 경우 다양한 공간조성의 가능성이 엿보였다. 진주시의 경우 구시가지 부근은 촉석루나 문예회관과 같은 역사문화환경이 조성되어 있고 강과 인접하게 접근이 가능한 가능성이 있으나, 촉석루 주변의 식당, 모텔 등의 상업시설은 경관적으로 문제가 있는 것으로 분석되었다. 새로 조성된 상평산업단지 주변에는 제방의 단차로 인해서 수변공간과의 소통이 단절된 것이 발견되었고, 특히 획일적인 토지이용으로 인해서 경관적으로 문제점이 발견되었다. 한편 상평산업단지 내에 시청이 입지하고 새로운 주거단지나 둔치의 생태공원 등이 조성됨으로써, 다양한 수변공간의 조성의 여지는 있으나, 역시 제방에 의한 공간적 단절은 해결해야 할 과제로 남았다. 구미시의 경우는 70년대 대표적인 산업단지로써 대규모 필지의 단조롭고 획일적인 경관적 특징이 있었으며, 산업단지 물류교통을 위한 교량, 강변도로, 둔치 주차장 등에 의해 위압적인 경관이 형성되어 있는 것이 조사되었다. 한편, 최근 4대강 살리기 사업을 하면서 둔치에 생태공원 조성 등이 진행되고 있는데, 이를 주변 산업단지와 연계한 창조적 첨단산업으로 변화시키는 재생전략이 필요할 것으로 본다. 마지막으로 남양주시의 경우는 대부분의 수변공간이 농림지역, 관리지역, 도시지역 내 녹지지역으로 지정되어, 개발제한구역 및 한강상수원보호구역 등 개발이 제한되고 레저나 전원마을 등으로 활용되는 것으로 조사되었다. 그러나 일부 난개발로 인해서 수변자연경관이 훼손되거나 일부구간에서 2층 구조의 강변도로가 조성되어서 경관이나 접근에 있어서 문제가 있는 것으로 조사되었다. 그러나 수변공간의 폐역사(驛舍)나 폐철도, 정약용의 유적지와 같은 역사문화환경을 활용한 수변공간 조성에 있어서는 가능성이 있는 것으로 조사되었다. 이러한 사례분석을 종합해서 공간구조부분, 토지이용부분, 경관 및 건축물 ? 시설물부분, 환경 및 기반시설부분에서 문제점을 요약하면 다음과 같다. 먼저 공간구조측면에 있어서는 수변공간과 도시공간의 단절 및 연계성 부족, 제방과 간선도로에 의한 공간적 단절, 공공공간 및 시설의 배치부족 등이 문제점으로 제시되었다. 토지이용측면에서는 획일적이고 단조로운 토지이용계획과 주변 도시지역과 연계되지 못하는 토지이용계획 패턴이 제시되었다. 한편 경관 및 건축물?시설물 조성부분에 있어서는 수변 랜드마크나 경관점 조성, 건축물 경관관리부족, 경관축 설정의 문제점 등이 제시되었으며, 남향의 고밀도 주거 건축물 조성에 따른 폐쇄적 경관이나 수변공간 고유의 장소성구현이나 역사문화경관에 대한 체계적 활용에 대한 문제점이 제시되었다. 환경 및 기반시설에 있어서는 제방과 시설물의 위압적인 디자인이 문제점으로 요약되었다. 제4장 수변공간 우수사례와 시사점. 수변공간 우수사례와 시사점 분석을 위해 3장에서 진행한 수변공간의 토지이용별 분석의 틀을 토대로 국내외 8개 사례도시를 선정하여 분석하여서 계획적 사례와 성공요인들을 분석하였다. 먼저 녹색정주환경으로는 생태녹색수변주거로써 스웨덴 함마르비 허스타드, 제방과 연계하여 도시를 재생한 수변고층주거로, 일본 동경 리버시티21, 시민주도형 주거하천정비로서 한국 부산의 온천천을 분석하였다. 상업업무공간으로는 친수형 상업업무공간을 조성한 싱가폴 싱가폴리버, 문화중심의 수변도시재생유형으로는 스페인 빌바오를 분석하였다. 그리고 산업생산공간으로써 창조형 첨단문화산업공간을 조성한 독일 뒤셀도르프의 메디언하펜을 분석하였다. 건강여가공간으로는 수변공간의 친환경성을 복원한 사례로는 독일 뮌헨의 이자르강, 공원 ? 여가를 위한 수변공공성 확보한 사례로는 한국 울산 태화강을 선정하여 분석하였다. 분석 결과는 다음과 같다. 먼저 도시공간구조측면에서는 수변공간 중심으로 도시공간구조를 재편하거나 수변공간으로 접근하는 도로체계 보완을 통해 접근성을 높이는 방향이 필요하며, 수변공간에 공공공간이나 시민들이 활용할 수 있는 건축물 및 시설물을 배치하는 등 도시계획시설의 입지선정단계부터 수변공간의 활성화를 고려할 필요가 있을 것으로 분석되었다. 토지이용측면에서는 수변공간의 토지이용을 복합적으로 구성하고 하천과 도시공간이 연계될 수 있는 연계형 토지이용계획을 수립함으로써, 수변공간을 활력있는 공간으로 활성화하고 있는 것으로 분석되었다. 또한 경관 및 건축물?시설물 부분에서는 수변공간을 중심으로 하여 랜드마크나 경관조망점, 통경축을 배치하고 경관관리를 진행하였으며, 수변공간 고유의 장소성 회복을 위한 규제 및 유도가 이루어지는 것으로 분석되었다. 마지막으로 환경 및 기반시설 부분에 있어서는 인공적인 하천을 친환경 생태하천으로 변모시킴으로써, 시민들의 활용과 지속가능성을 확보한 것으로 조사되었고, 교량, 제방 등 SOC 시설에 대해 친근하고 친수성이 높은 디자인을 적용하고 이를 위해 통합적인 계획체계를 도입하는 것으로 분석되었다. 제5장 수변공간 활성화를 위한 도시계획 및 도시설계의 방향. 최종적으로 제안되는 수변공간을 활성화 하기 위한 도시계획 및 도시설계의 방향에 있어서는 크게 네 가지 부분에서 기본방향과 세부전략, 이와 관련된 제도적 개선방향을 제시하였다. 먼저 공간구조부분에 있어서는 우선 수변공간 중심의 도시공간구조 재편이 필요할 것으로 제안하였고, 이를 위해 도시성장축, 녹지축, 접근축 등 도시기본계획상의 내용을 수변공간 중심으로 재편하는 방향을 제시하였다. 또한 수변공간 주변에 공공공간의 배치를 통해 수변공간의 친수성을 높이는 방향을 제시하였으며, 구체적으로 거점형 공공시설이나 공공공간 입지선정기준을 보완하거나 지구단위계획을 통해 도시계획시설들의 수변공간 배치유도, 공개공지 확보기준 보완 등을 제안하였다. 마지막으로는 수변공간 주변의 제방과 도로를 연계한 보행자 네트워크를 구축할 것을 제안하였다. 둘째, 토지이용부분에서는 복합형 토지이용을 제안하였는데, 이를 실현하기 위해서는 수변지구를 도입하거나 수변공간에 특별계획지구를 지정하는 방안을 제시하였고, 하천-도시공간 연계형 토지이용을 위해서는 통합계획 수립을 위한 계획프로세스의 연계방향을 제시하였다. 셋째, 경관 및 건축물 ? 시설물 조성부분에서는 수변경관지구, 수변경관계획의 내용을 보완하는 방향을 제시하였고, 건축디자인 기준에 수변거점계획 방향을 포함하는 방향, 수변공간주변에 남향의 일자형 아파트 배치를 보완하는 방향을 제안하였다. 또한 역사문화환경을 가진 수변공간에 대해 지구단위로 관리하는 제도도입방향을 제시하였다. 넷째, 생태환경 및 기반시설부분에서는 친환경 생태하천조성으로 방향을 유도하고 완경사 슈퍼제방으로의 전환을 제안하였다. 또한 댐, 교량, 제방 등 수변의 SOC시설에 대해서는 도시계획시설사업과정에서 디자인 평가기준 도입과 이를 관리할 수 있는 프로세스 상의 방향을 제시하였다. 제6장 결론. 최근 들어 진행되고 있는 인구저성장 기조와 도심부 쇠퇴와 같은 도시정책여건의 변화, 산업구조의 개편 등은 수변공간에 대한 관심을 높이는 요인이 되고 있다. 또한 최근 진행되고 있는 4대강 살리기 사업이나 부산 온천천, 울산 태화강 등에서 나타난 수변공간 개선사례, 녹색성장, 기후변화와 같은 전 세계적인 공통관심은 우리로 하여금 도시공간에서 물과 수변공간에 대한 새로운 인식의 변화를 요구하고 있다. 따라서 본 연구에서는 이러한 사회적, 정책적 요구와 변화에 부응하여, 좋은 수변공간이 되기 위한 요건과 수변공간을 활성화하기 위한 도시계획 및 도시설계 방향을 제시하는 것을 목적으로 하여 사례분석들을 통해 기본방향과 세부적인 전략을 제안했다. 또한 본 연구에서는 수변공간 활성화를 목표로 한 계획적 관리를 하기 위해 ‘수변지구’의 개념을 새롭게 제안하였으며, 그 밖에 관련계획지침이나 제도상에서의 개선방향을 제안하였다. 특히 지역주민과 전문가, 하천관련 부서가 연계되는 ‘수변공간 거버넌스’ 형태를 제안하였다. 향후 본 연구에서 제시한 공간구조, 토지이용, 경관 및 건축물 ? 시설물, 환경 및 기반시설 등 부문별 기본방향에 대한 세부적인 실천전략은 본 연구 이후의 후속 연구를 통해 구체화될 것이다. 특히 경관 및 건축물 시설물관련 분야는 공간구조, 토지이용, 환경 및 교량과 같은 SOC 시설 모두에 영향을 주는 분야이며, 최근 환경에 대한 사회적 관심을 고려하여 우선 중점적으로 추진될 필요가 있다. 수변공간은 역사적으로 도시공간과 밀접한 관련을 맺으며 발전해왔다. 산업화시대 이후에 도시공간에서 멀어진 수변공간은 다시 도시성장의 새로운 동력으로 등장하게 될 것이며, 본 연구는 그러한 시대의 패러다임을 선도하는 첫 단초가 된다는 점에서 의의가 있다. 바야흐로 ‘리버 노믹스’의 시대가 오고 있다. 관련 제도연구와 계획연구가 연계되고, 실제 연구내용이 구체화되어 지침화, 정책화 되어서 수변공간의 활성화와 이를 통한 도시공간의 재편에 기여하기 바란다. |

Chapter 1. Introduction. In Korea, many of historically important cities have been developed related with rivers. And the area formed around riverside is the most typical public space that has played its pivotal role in buildup city and culture, has had an effect on citizen's everyday lives. However after modernization, riverfront has been developed rapidly to maximize land efficiency and development value. As a result, high density apartment and office buildings have been built, but they were only for the owner's not for citizen who just can see the riverside from far away. Moreover the recent social changes such as urban model towards the low carbon green growth, the reactions for the climate change at the urban level and the requirements for improvement of the quality of life following the economic growth need the new paradigm about the value of river and riverfront in the urban space. Therefore the value of riverfront in the urban space has to be reconsidered and the keynote of plan needs to be established again. So this study aim at suggesting the value of riverfront, requisites for the good riverfront, and also the detail plan and design direction for actualization. This study covers defining of the riverfront and analyzing the issues and implications of 12 cities in Korea and overseas. The case study got the result through map research, GIS analysis, fieldwork, and interview. The existing related studies just focused on the river space or urban space, or the simple introduce of oversea's case, so they are short of the policy aim and barometer that riverfront needed as a public space in the city, and concerning as big urban plan or design for the urban reformation focused on the riverfront. This is the first study that suggest the so-called ' river-nomics' which concerns riverfront as a new power of reforming urban space. Therefore it has meaning that suggest the basic direction of the following study about setting the action strategy such as landscape, space structure, land use for riverfront. Chapter 2. Theoretical consideration and the type of riverfront. In the urban space, the value of the riverfront is offering 1) large scale public space, 2) naturally comfortable circumstances and beautiful landscape, 3) the linear direction in the urban space, 4) ecologically sustainable environment 5) the historical meaning based on the persistence of riverfront. And riverfront has been existing as the following 4 ways. 1) as a daily residential space, 2) commercial business space and historic cultural space, 3) industrial space or creative culture industrial space in the age of industrialization, 4) riverside nature environment conservative space or used for leisure space. Then, why does the discussion about riverfront come out at this point? the first reason is the increasing interest about urban space that human and nature coexisting. The second one is the high requirements of comfortable riverfront as increasing of income level and the interest about tourism, leisure, and health. The third one is the needs for public place as people having higher sense of citizenship. The last one is that the riverfront is coming to the fore as an alternative position to find new growth energy, because of the decline of existing use of riverfront as getting into the age of post-industrialization. Chapter 3. The status and issues of riverfront. To analyze the current status and issues, 4 cities including Gwangju metropolitan city(Gwanju river), Jinju city(Nam river), Gumi city(Nakdong river), Namyangju city(Han river) has chosen concerning the use of riverfront, scale of the city, the scale and character of close river. Compiling the case study, the issues in each aspects of space structure, land-use, landscape and buildings? facilities, environment and infrastructure could be briefed as follows. First of all, the submitted issues in the aspect of space structure were, disconnection and not enough relationship between waterfront and urban space, disconnection of space caused by bank and highway, short of public space and facilities. The issues in the aspect of land-use were undifferentiated and simple land-use planning and the pattern of land-use planning unlinked to around urban area. The issues in the aspect of developing landscape and buildings?facilities were short of waterfront landmark, view points and managing landscape of building, problem with setting the landscape axis, furthermore, closed landscape caused by south-facing high density residential buildings, realization of the sense of place of connatural waterfront space, the matter of systematic using of historical and cultural landscape. The issue in the aspect of environment and infra structure was briefed as coercive design of bank and facilities. Chapter 4. The good cases of waterfront and implications. In this chapter, we analyzed 8 example cities selected in base domestic or oversea's on the chapter 3's analysis frame of riverfront categorized by land-use, then analyzed the well planned examples and the elements for the success. The results of the analysis is as follows. First of all in the aspect of urban space structure, the urban space structure needs to be reorganized focused on the riverfront or the direction of high accessibility to the riverside through supplement of road system, collocating public space on riverside or have to concern site selection of urban planning facilities such as buildings and facilities for citizen. In the aspect of land-use, activated riverfront can be made as composing the land-use of riverside complex and linking the river and urban space. Also in the aspect of landscape and building?facilities, collocating some landmark or landscape viewpoints, landscape axis, and managing the landscape focused on the riverfront, Inducing and control for the restoration of connatural sense of place of riverfront. Last of all in the aspect of environment and infra structure, as changing artificial river to natural eco-friendly river, securing citizen's utilizing and sustainability. And implying integrative planning system for implying design has friendliness to the SOC facilities like bridge and bank and hydrophilic. Chapter 5. Urban planning and Urban design principles for riverfront. The last suggestion of the urban planning and design direction of riverside was categorized 4 kinds roughly, then suggested basic direction, detail strategy, and improving direction of related law. First of all in the space structure part, suggested the direction of reorganizing contents of the urban basic plan like urban growth-axis, green-axis, access-axis as focusing on the riverfront. Also suggested the induction of urban planning facilities' collocation, supplement of public open space ensuring criteria through build up core-type public space, supplement of public space site selection criteria, district-level plan. last of all, suggest to build up pedestrian network which connecting riverside bank to road. In the second land-use part, suggested complex land-use, to realize this, suggested introduction of riverside district or set special planning district in riverfront. For the river-urban space linked land-use, suggested connection of planning process for establishing integral plan. in the third landscape, building and facility part, suggested direction for the complementation of riverside-landscape district, riverside-landscape plan, including the riverside core planning direction in the architect design criteria, controlling the collocation of box-shaped apartment around riverside. Moreover, suggested the direction of system introduction which managing the riverfront has historic, cultural environment as a district. In the forth eco-friendly environment and infra structure, inducing the direction of eco-friendly river creation, suggesting change to low-slope super bank. And also about riverside SOC facilities like dam, bridge, bank, suggesting introduction of design criteria in the process of urban planning facility business, and the process direction for the managing. Chapter 6. Result. The recent topics such as population decline, changes in the urban space like decline of downtown area, reorganization of industrial system cause high interest in riverfront. Also participation of residents in river related project and some local government lead riverside remodeling project offers changing points for our urban space. Thus, this study suggests the basic direction and detailed strategy through the case study to represent the urban planning and design direction and requisites for making good riverfront that meets social and political requirements and changes. Also, in this study suggests the new concept of 'riverside district' for activation of the riverfront and organized control, and moreover suggests other related plan guidelines and a direction for improvement of system, especially the form of 'riverfront governance' that connecting the resident, expert, and the five departments related with river. Afterwards, the detail action strategy about the basic direction in categories; the space structure, land-use, landscape, buildings and facilities, environment and infrastructure that represented in this study will be externalize through the follow-up study. Especially the category of landscape, buildings and facilities has to be the priority cause it effects all over the space structure, land-use, environment and SOC facilities like a bridge, and need to concern the social interests about environment. the riverfront has been developed related on the city space in history. The riverfront that has been far apart from city space after industrialization will be the new power for city growth again, and this study will be the cause of leading new age's paradigm. so this study has a meaning in that point. the age of 'river-nomics' is coming. We hope that this study helps the city restructuring and activating of the riverfront through connecting study of related system with planning. Moreover hope the contents of this study to be materialized and become guideline and policy. |
