¿ä¾à2 Office buildings are the place to execute administration as well as center facilities to provide local residents with services. Yet, there are many cases having bad accessibility for local residents and not providing services and convenience with them. Especially, as a result of emphasizing on symbolic shapes of public office buildings lead to derive luxurious ones. this luxurious public office buildings are criticized because these are ignoring local situation and own character. In order to avoid producing this luxurious buildings, government set up the rule enforcing area standard, prohibiting building new one and restricting its sizes in terms of local population. However, such regulations above can cause to restrict good design related to the character of places and import complex service and new programs reflecting resident's demand. Thus, each process need be investigated rationally and proper sizes in terms of public office buildings's character and use should be calculated to constitute desirable ones. Therefore, the aim of this research is to verify the necessity of architectural process design guideline for public office buildings and propose how to set up the criteria of architectural design by suggesting better direction of shaping system and affairs for this ones. In the second chapter, legal criterions related to public office buildings, its design guideline and the present condition of area distributions in these buildings of 246 local governments are analyzed and questionnaire about these are executed in order to realize the necessity of process design guideline. Through this process, various problems such as most luxurious public buildings, monotony design, less use of local resident, a lowering of efficiency are observed. It is necessary to have flexible design criteria and reasonable and clear development process making various main groups involving in this development understand as a remedy about the problems. Thus, 'Architectural process design guideline for public office buildings' define basic direction to shape these buildings clearly and should make a role as administrative process criteria in order to keep having main points in each procedure and the aim of the project set up in the beginning. In the third chapter, three points will be suggested by analyzing the present condition of public office buildings from abroad such as Britain, U.S, and Japan as case studies. Firstly, public office buildings in the countries are perceived as the facilities improving life quality of residents as well as administration's efficiency. Secondly, as the policy and system points of view, the states set up policies and the aim for public office buildings. Based on these, details management guideline and standard for processes reflecting local character are defined. Thirdly, there are various characters from the case studies; programs plan and management reflecting local situation and utilizing old facilities, public buildings shaping process agreement with local residents, a new role as complex buildings sharing both administration and services for citizens, effective funding by private and public investment, introduction of sustainability design method. Those case studies bring four conclusions in order to improve public office buildings in Korea; clear rules to build up by government, standard for each process rather than regulation, conversion from direct budget support to indirect one by specialists, transparent building up process reflecting residents' opinion. In the fourth chapter, focused on reasonable progress on manufacturing process, design criteria's management fitting intention and direction, proper plan and usage of space and program, deep analysis are executed in order to understand existing problems of the system and administrative limits when public office buildings are built. As a result of those analysis, three points are summarized as limits of current system to develop public office buildings; firstly, better to focus on getting budgets than making good design, secondly impeding creative design by strict design standard, thirdly, space distribution and program which have been decide not by local demand. From this conclusion, it is confirmed that there are unflexible area standard and limits of design guideline in the current system. Thus, it is necessary that reasonable process, its criteria to verify constantly design direction and flexible one reflecting local demand need to be done to lead good designs. Based on those research and analysis, four basic rules are set up in order to define public office building design standard. First of all, 'process design' to decide necessary affairs in each process, secondly, 'accountbility' negotiating different opinions from various main groups and explaining decision from the opinions, thirdly, 'value standing' informing clear aim and design condition including in check list and demand. fourthly, 'successive concept' keeping the initial project concept and using this for feedback in each process. Main affairs for each step in public office buildings design standard are set up by keeping these basic principals. The items for main affairs follow the system of architecture design affairs standard in public sectors basically, but these are recomposed according to different steps such as planning, design, construction and in use. Also, accountbility are executed by recording the processes including in planning, checking list, decision background in the sheet. 'Architecture Process Design Guideline for Public Office Buildings' need be established by cooperation between Ministry of Public Administration and Security in charge of public office buildings and Ministry of Land, Transport and Maritime Affairs working for architecture design standard in order to have architecture design standard systems for public office buildings as well as its efficacy. Also, this criteria has to be utilized and applied for budget approval, technique review, design review and existing handbook, and current affairs contents related to public buildings could integrate with the criteria. This study investigated and suggested the direction, system, efficiency in order to set up process standard to develop public office buildings. Additionally, it is necessary to investigate how to connect between the those three points and this standard and deliver this relationship to architecture design criteria. This study suggests that improvement way of public office buildings are from checking necessity in the planning stage, proposing the ground of reasonable areas and function based on the checking list rather than controlling all process. It is supposed to use architecture design criteria in public sectors having legal authority in order to get practical effect of the improvement way. However, this study suggest early proposals of architecture design criteria's specific contents, the main point in each stage, significant items. Therefore, succession study is required by understanding the current specific affairs from people who in charge of this process such as public officials, architects. Also, if various types of architecture design criteria based on this 'architecture process design guideline in public sectors' is established, more specific investigation about how to make distinction for a different design standard, concreteness of main point, possibility to connect existing process would need to be done.
