¿ä¾à2 Recently, school buildings are being used as a center of local community with high potential. It operates as a supporting facility for new urban functions, such as complexity and park. It means the functions of school buildings are changing, for not only education but also for local community, and the demand of medium for local vitalization is increasing. However, school buildings in local areas are not connected to the existing urban facilities because the establishment and the management of school buildings are carried out separately by the central government and its local governments. In the case of the mixed use of school buildings, only some buildings are used in parallel, and those which are planned and built not as approaching for all areas but as the separate building project. Therefore, there are limits to its use as a central living space of local areas. For this reason, there is a need for the research about using school buildings in the long-term at local level. The aim of this research is to examine the present condition and possibility of school buildings as the local community facility, to derive basic direction and action plan for effective use of school buildings as a key space of local areas, by providing the building process for local community and the role of each stakeholder. There are two reasons to attract school buildings as a center of local community. School buildings can provide diverse public services and can attain idle spaces. Therefore, school buildings can play the role of a local community center for educational needs and for demands of not only students but also local residents. Furthermore, there are many opportunities to seek expert advices for applying local conditions, because they are built through a consultation process, so it could perform an important role of making local areas. From analyzing the current situations of linkage between school buildings and local areas, the mixed use of school buildings are still in the improvement stage of school buildings of themselves. The process of mixed use of school buildings has been progressed with the provider as the center figure rather than with consumer as the center and it is still in the transition period because there was no systematic approach. Therefore, the positive network of school buildings and the local is required, and the active participation of local residents is needed also. Nowadays school buildings and local areas are connected by the mixed use of school buildings, especially; the mixed use by addition and renovation is of greater importance than by new construction. This research will examine mainly the process of the mixed use of school buildings by addition and renovation to provide alternative perspective of school buildings as a center of local community. There are four problems which are abstracted from analyzing examples. The first problem is an insufficient feasibility study to reflect local conditions. The second is the budget problem of running cost and the change of the plan by financial affairs. The third is the absence to mediate and reflect opinions of diverse stakeholders such as educational office, local government and the local residents. The fourth is the difficulty to manage the school buildings continuously, as transferring the authority of management to school office. By these reasons, there are three basic frameworks to use school buildings for the center of local community. Firstly, school buildings should be transferred from independent public facilities to local public facilities which include local identity. Secondly, it should change its characteristics as the provider based system to consumer based system to follow local demands. Finally, it should be changed from individual short term project to continuous maintenance and management for the sustainability of project. For achieving these frameworks, there are three action plans. Firstly, analysis of the current situations and management of school buildings as the local public buildings are needed to make a system which is considered local conditions. In addition, the process of feasibility study should be compensated to understand practical conditions of local areas and it should be connected to the local master plan and the development plan. Secondly, the participating process which is made up of diverse stakeholders should be organized in the planning stage to communicate to each other. Local government and school office should have the joint authority for maintenance and management of school buildings. And the user-convenience plan has to be set up in collaboration with experts of community facility. Thirdly, the planning of sequential multi strategy at local level and the project of that should be implemented to secure the sustainability of the project through the connection between projects, the assessment system of the project and planning process. Furthermore, the assessment systems such as the review and monitoring systems of local level should be introduced. In conclusion, being a center of local community, school buildings have to change its building system from the central government and the provider based system to local governments and consumer based system. It should be response to spontaneous community of local areas against the monotonous building system and building standard. To achieve this, with the participation and the corporation mainly between the local government and the education office with its head teachers, students, local residents and experts should be possible. In addition, the user participation process should be set up for the management of outcome and the assessment. Also, the integrated budget supports which are led by public sectors and based on not just an economic analysis but complex and long-term plans are needed in order to get the successful community facilities continuously. For these goals, the establishment of the exclusive department at local level should be prepared in mid and long-term.
