¿ä¾à2 Public buildings have impacted on the quality of citizen¡¯s ordinary life as a function of community and have a very important role as a landmark that form a cityscape. However, previous public buildings have been constructed through the decision making system based on the supplier only; therefore, it has led to an uniform planning, which all local areas have similar function. Especially, there were many problems that practical businessmen executed in the early stage of planning works as an administrative work, and the participation of local specialists were limited by the lack of funds to create high quality urban environments through a systematic and specialized plan. The aim of this research is to understand the real condition of the design quality of public buildings, recognizing the importance of public buildings and to develop the design quality indicator for setting up the managing system of design quality as a practical method for improving design. This research establishes the meaning of good public buildings to develop the design quality indicator and suggests three basic principles to improve the design quality. Firstly, public buildings have to impact directly and indirectly on local society as a local facility and carry out the functions of public buildings that form and integrate local cultures. Secondly, public buildings have to increase its value through balancing urban areas and local areas and invigorate its use. Thirdly, public buildings have to pursue a reasonable use by its own function, considering suitable space distribution and function, such as including a space for local residents. To draw a concrete design indicator pool, this study has collected and analyzed diverse kinds of indicator which are used in design-related system nationally and internationally, such as DQI and Design Review which are used in UK, public building design guidelines of national competition, ¡®Design Guideline of Seoul¡¯, ¡®Evaluation system of Public design effect¡¯, ¡®Good design Building endorsement of Multifunctional Administrative City in Korea¡¯ and national and international environmental assessment methods based on the three basic principles of public buildings. This research classifies this design quality indicator pool by its nature and character. It divides into indicators and detailed indicators by its hierarchy after setting up typified contents and sectors, and examines legal process by each detailed indicator. In addition, this research reconfirms the possibility of practical application of the indicator, and the overlapping between indicators through two times through the professional consultants and questionnaires. And then it develops the design quality indicator which is composed of 3 contents: Publicity, Design, Serviceability, 9 sectors and 76 indicators. By using the design quality indicator, this research implements simulations among the established public buildings in Korea such as ¡®the National Museum of Contemporary Art¡¯ : grand scale cultural facility, ¡® public office¡¯ : supporting local resident service, ¡®National Digital library of Korea¡¯ : recently completed, ¡®Alvaro Siza Hall¡¯: designed by Portuguese architect. Furthermore, it re-evaluates the design quality indicator and searched the development direction of design quality managing system which will develop at the second year. The proposed indicator of this research has a meaning, which is the minimum ¡®example indicator¡¯ to develop the system of the beginning stage. At the second research, the research will improve and compensate differentiated indicators of public buildings by its type and making process, and will suggest concretely a practical application through establishing the design quality managing system based on the web.
