There are three policy directions for the architect archives. Firstly, it needs to make a managing system for comprehensive records mainly based on architect. Secondly, it should be reinforced complex functions and roles to create a cultural value of records of architect. Thirdly, architectural culture has to be spread out and public service for citizen should be developed. In addition, the aims of architect archives in this research are ¡®collecting past materials¡¯ to understand current situations of architecture and ¡®promoting architects¡¯ to set up future value and direction. The aims of the architect archives are to establish a basement of recording system for preserving value of modern architects, to secure a cultural center for creating value of modern architecture and to advertise Korean architectural culture through utilization of records of architect. In detail, there are four basic directions to establish the architect archives. Firstly, it should create the value of national identity and cultural properties. Secondly, it has to perform simultaneously roles of the collecting records and managing records permanently. Thirdly, the method for collecting records is based on donations of records and provisions free of charge. Fourthly, Hybrid Architectural Archives system should be set up as a combination between physical archive and digital archive. The central government, the local governments, the archives and private sector (architects) will be considered to push forward the architect archives. For independent national archives, the central government should be a main body to make the national modern architecture archives. The special institution or national research center has to manage these archives. In addition, it is very important role of the local governments to stimulate architectural culture at local area in the period of local autonomy. Furthermore, effective role of each agent and cooperation between the agents are essential for a long term and continual perspective. Therefore, the architect archives could be a mixed and cooperated model of the country-led independent archives. The mixed and cooperated model establishes an executive institution for systematic collecting and preservation of records, and promotes a connection and cooperation between diverse institutions and departments after reinforcing their capability in the national modern architecture archives. For the promoting the mixed and cooperated model of the country-led independent archives, it needs to make a efficient plan stage by stage for reducing budget and time. There are three steps to set up the architect archives. The first step, a germinating period, is to suggest a collecting system for primary records and the directions of the institution, and establish the executive institution. The second step, a growth period, is to transform its function from collecting and preservation of records to considering an effective use of records through reinforcing a function of research. The third step, an extension period, is to emphasize exhibition and international exchange by its records, and expand the roles of the archives. There are some ways for the management of the architect archives. The architect archives carries out a role of archive which is to collect architectural records and preserve it permanently. The records about architects as a public asset will be needed a participation of the central government to establish its foundation in early stage. Therefore, ¡®the building for records of architects¡¯ is a place for collecting special architectural materials and it should collect comprehensive administrative and private records about architecture and urban. In other words, the central government should be responsible to collect architectural records. To achieve this, the cooperating system between departments of the central government: Ministry of land, transport and maritime affairs, Ministry of public administration and security and Ministry of culture, sports and tourism: should be arranged for the architect archives. In addition, it is necessary to make laws and regulations to collect and manage the records, and to establish special organizations about the architectural culture at the national level. The archives that collect the records, the research center that studies its records and the architectural center that refines the records and use it as materials for exhibition and advertisement are considered as the special organizations. In this phase, Presidential commission on architectural policy which advised in the early phase should perform continuously a role to create directions and issues of Korean architecture. It is also important to make a financial supporting system to have the sustainability of this project. Moreover, in the cases of private and local records, the co-existing method between the central government and the local governments should be set up through cooperation with architect record offices at local areas, local architectural research institutions and local architectural center. The action plan for the architect archives. In this chapter, this research examines the contents at each stage when the archives will be progressed. It suggests a proposal of the process for the architect archives after referring a structure process and considerations of National archives of Korea. The structure process is includes in policy, archiving and utilization. The archiving process is composed of collection, arrangement and preservation. Metadata has a meaning that the data of the context and content of record, structure and management through time. The most valuable function of it is to give an original attribute of record to the record. The metadata is designed based on ISAD(G) to give attribute of record to the records of the architect achieves. The system of classification of preserved records is proposed to the group of record, the group of low record, the affiliation with record, the file of record and the matter of record. The group of record is composed of one architect and the group of low record is made up of two frameworks: the information of works and the information of life. In the case of the affiliation with record, the information of works is divided by each phase of design process and the information of life is divided into before and after being an architect. The file of record includes minimum meaningful unit which is combined each record and media unit. It is categorized into the types of drawing, picture, model, book and sketch. Lastly, the matter of record means every single media as a minimum record unit. In this research, the metadata of the architect achieves is suggested by the group of record, the information of works and the file of record. The relationship which mentioned is below. The use of collecting records is very similar to general program of museums like exhibition, publication and education. For more practical methods to use the achieves, at first, this research investigates the way which is corresponded with the aim and basic directions of the architect achieves. Secondly, this research considers how each agent can use this achieves after deciding the demand levels as the public, architects, researchers, policy makers and foreigners. In the present situation that we still do not have the architect achieves, it is necessary to inspect each stage from the preparation stage and the first stage that make policies for the architect achieves and collect records with a pivotal role of the central government to the third stage that establishes the achieves or the architectural center at the local levels thorough the stabilization of its system.
