¿ä¾à2 On Since the revision of private investment law in 1999, a government has drawn on positively private participation for SOC construction. Recently it is driving the development business for urban and large complex by a method of a joint development business of private and government in a public sector. The business type widens the scope to a reconstruction of present urban and build-up of industrial complex from the development of core biz lots inside housing development area as well aw business developers are diversified. It is assumed that these trends of public development by private participation will be continuous. This study analysed and built the process of the biz phase of the Landowner Joint Business Method from the first step(planning) to final(cost adjustment) by reflecting recent trends and precondition of the biz as above. The study uses ICOM Matrix Model, pre-step of IDEF¨ª Model. It is expected to be applied to mixed-use development biz of a public sector that could not proceed for fundamental limit like lack budget desipte securing biz land
