Participatory governance has been often presented as the right answer for the many issues related to citizen participation, particularly when academics approached community planning in Korea. However, in spite of frequent remarks on governance in previous studies, it has yet to say that the structures and components of the successful participatory governance have been properly identified. This paper, to fill this gap, aims at analysing the structures and components of participatory governance by adopting institutional theoretical framework. Cases of Seoul Bukchon and Gwangju Bukgu, the highly tauted examples as successful community participation planning, were selected for the study. In result, among three key factors of participatory governance, ‘representation', ‘self-reliance’, and ‘inter-dependence’, the current practices lag behind relatively in ‘self-reliance' mainly due to the local government's strong initiative in governance structures. It should be also noted that the civil society in Korea is still too week to be a leading member of governance, and the role of local government in governance is pivotal in the current socio-political context in Korea. |
