This study seeks to propose a strategy, or policy, for the redefinition of public building that works as a center point of regional-based cultural society. The initiation is from recognizing its failure to function as a service facility that provides for local residents due to the lack of publicness. As sustainable development has become a key global issue, the government has selected the "Low Carbon Green Growth Great Korea" as a main policy to act on demands from environmentally friendly architecture cities. This change is showing that sustainable city development and efforts to improve the quality of life for residents lead by the private sector is becoming a political issue. This is the age of globalization & localization, city competitiveness is also country competitiveness. Therefore demand and expectation for public architecture that provides support for local life is becoming an urgent situation. Even though public architecture is becoming more important to communities, it has been arranged by only providers without considering final need. Demands related to local people¡¯s lives were not properly reflected in space planning so it did not fulfill its original purpose. Public architecture is used to support public services for local people, therefore it is the most effective way to improve use of general space and also be used to revitalize and activate the city. Therefore in this report we tried to establish a preliminary integrated plan, from the perspective of private professionals in Yeongju and Jecheon, about how public architecture can improve value and revitalize small towns. We would also like to propose integrated public architecture processes to revitalize towns, find basic directions and promotion methods. First, target integrated public architecture defines 3 viewpoints which are integrated from a physical and programmatic perspective, integration of administrative procedure and integration of decision making between local people and main administration. Integration types that exist in Korea can be summarized as: compound program in single facility, concentration of single program in single facility, decentralized program networking that can maximize integration effect. Prior to preliminary plan to integrate small towns, we researched and analyzed four representative cases from internal integrated public architecture examples and examined the present problems to use as a basic reference for establishing integration plans in the future and came to the following suggestions. Firstly, to get integrated facilities it should promote efficiency by establishing an integrated management system and mandatory discussions between departments. Secondly, there should be participation by private professionals from the beginning to the operation stage. Guarantee unification, specialization and self control of main management. Thirdly, when planning for integrated facilities, it should provide a governance system to unify the opinions of local people and the main administration from the outset. Finally, when planning for integrated facilities there should be a pre-research and examination. Based on these suggestions, we made a master plan and proposed the integrated plan for public architecture and public spaces in Yeongju and Jecheon that addresses problems in declined small towns and tries to find a solution. Also in the process of creating an integrated plan we found administrative supporting methods and finance delivering methods through thorough preparation. The preliminary integrated plan was processed in four stages which are: Prepare, Master plan design, Implementation and Delivering project. The result of integrated strategy, it shows vision of the town and the goal of the strategy can vary depending on situation. Also we could separate the detail strategy into facility and program complex, link to existing project, expansion of social cultural foundation, integrated old public architecture facilities, utilize abandoned land and production of specialized architecture. Achievements of concrete and realistic cases from Yeongju and Jecheon from the private professional¡¯s perspective can be summarized as follows. Firstly, we could systemically build foundation documents and management status to manage the public architecture in each region and from the integrated plan it created a synergy effect through promoting connections with similar projects. Secondly, we recognised the necessity for participation of local people and private professionals at the beginning of the planning stage on each project. Thirdly, we showed the possibility of integrated management and established integrated town space between central government and local government through a governance. Finally, we provided the opportunity for improving public architecture plan ability and to overcome the limitations of local government ordering system with the participation of private professionals. Also make them recognize the importance of administrative support and practical willingness of decision maker. On the other hand there are problems with the public architecture integration process, which are: limitation of administrative professional¡¯s ability, limitation of local technician, insufficient standard of reasonable wage to ensure the quality of design and absence of enough budgets to employ private professionals. Basic directions of policies from the integrated architecture plan that have been discussed so far are first, convert the decentralised supporting plan to a systematically arranged plan by using a integrated public architecture plan. Second, convert unprofessional administrative management to integrate administration with professionalism. Third, convert one way bureaucratic decision making system to a various subject integrated system. We suggested policy promotion plans which are the establishment of public architecture integrated plans for relevant places, administrative and progressive integration plan for public architecture and integrated decision making method. This report proposed political directions and promotion methods from its results based on establishing and integrated public architecture plan for local government, however various limitations became apparent such as the evaluation of integrated plan itself, suggesting practical methods and developing various strategies. Further research is required in the near future as we could not encourage the participation of the local people and prove governance system. Based on the suggested integrated plan process, as in the case of Yeongju and Jecheon, a regional practical strategy should be made with consideration to the local circumstances. Guidelines and general strategies also need to be developed to revitalize small towns and regions. |
