¿ä¾à2 This study intends to establish the concept and scope of ¡®design for better built environment¡¯ in order to create a decent and sustainable architectural and urban environment. In addition, the study pursues to raise the awareness of design for better built environment among experts and civil servants in related fields. To achieve this, the study reviews the understanding of and need for the design for better built environment, and provides directions to implementing the design for better environment based on domestic and foreign case studies. The results of the study can be used as reference materials for establishing policies and implementing projects involving built environment by the central and local governments. ¡®Design for better built environment¡¯ is a coined term by combining ¡®built environment¡¯ and ¡®design,¡¯ and defined as creating a ¡®good built environment¡¯. A ¡®good built environment¡¯ refers to a whole spatial environment satisfying the following requirements; Access & Linkage, Safe & Comfort, Identity & Image, Use & Activities and Ownership & Management. Design for better built environment can be applied to a spatial structure comprising buildings, public spaces and landscape. Here, spatial structure refers to the relationship between land and buildings. In this sense, design for better built environment comprises the entire behaviors of preserving and using the spatial structure, and furthermore, the space between individual elements comprising the spatial structure, as well as formulation of a new spatial structure. The concept of ¡®design for better built environment¡¯ can be applied to the public space defined pursuant to the Framework Act on Architecture as a space including streets, parks and squares, and the public facilities within the space. The concept can be also applied to urban infrastructure which significantly affects the formulation of urban landscape, and details and materials which serve as criteria for the quality of a built environment. Lastly, landscape is the combination of all the elements previously mentioned, the whole environment created by the spatial structure and public spaces. According to the scope of the target area, urban landscape can be categorized into a general landscape for the entire city and the landscape of a specific area including historically and culturally valued districts and sites for urban development. Design for better built environment puts more emphasis on the approach to the establishment of a ¡®good built environment¡¯ and the value rather than designing of the target space. In other words, design for better built environment pursues a fundamental change in the way of formulating a city so as to transform the entire city comprising all these objects into a ¡®good¡¯ built environment, rather than improving the quality of individual buildings, streets, parks and facilities. Therefore, the prerequisites and crucial features of design for better built environment include collaborative design to allow for close relationship between diverse experts and actors concerned, holistic design to generate a place by considering space with buildings, public spaces and public facilities on the whole, and process design which creates a space for living, or a foundation for life. This study analyzes the current status of our poor built environment and the causes, and presents directions to implementing design for better built environment as follows: 1) Enhance the value of a site 2) See as a whole 3) Imagine regeneration of deserted spaces 4) Design with a holistic approach 5) Call for experts 6) Assure participation of residents 7) Collaborate with all stakeholders 8) Promote projects phase by phase 9) Set up a high-quality management and maintenance regime These elements can be used as basic principles for planning or conducting built environment projects by local governments. These nine elements are basic ideologies to realize design for better built environment as a collaborative design, holistic design and process design as well. Finally, follow-up studies are required to further discuss and develop specific methods to implement design for better built environment.
