현행 공공건설사업의 타당성조사 결과가 객관적?중립적으로 이루어지지 않는 다는 지적에 따라 정부는 이에 대한 개선방안으로 타당성조사 시행 전에「예비타당성조사」를 새로이 도입하였다. 이 예비타당성조사는 크게 도로, 철도, 항만, 공항 문화?관광 등으로 구분되는데 이중 문화?관광사업의 경우, 주5일근무제의 확산 및 지방문화 시대의 돌입 등으로 인하여 그 성격과 기능이 나날이 복잡?다양해지고 있으며 다른 부분의 사업에 비해 경제성분석의 분석 항목인 편익과 비용의 구조 또한 복잡하다. 이에 본 논문에서는 문화?관광부분사업의 예비타당성조사의 수행 실태를 파악하고, 경제성 분석 항목 중 비용항목에 대해 검토하여 분석모델을 설정하고 문제점을 도출하여 이에 대한 개선방안을 제시하였다. |

According to the preceding research outcomes, feasibility studies on public construction projects were incorrect andsubjective. To resolve the problems, Korean government initiated Preliminary Feasibility Study (PFS) system prior toundertaking the main feasibility study. The PSF can be categorized into four areas such as road, railroad, harbor, airport, andCulture & Tourism (C&T). Especially when it comes to complex due to the introduction of five-weekday working system andlocal government°Øs self administrative system. As a result, the standardization and legislation of the PSF can not be operatedeffectively. Accordingly this paper seeks to 1) identify actual condition of conducted PSF in C&T; 2) set up analytical modelconsidering cost factor of economical efficiency and seek obstacles of PSF system; 3) suggest improvement plan forconstruction PSF projects. |
