The purpose of this research is to suggest the problems of town construction in Buck-gu of Gwangju Metropolitan city by comparing administry organization, center, regulations, business and budget of Buck-ku of Gwangju Metropolitan city with those of Setagayagu of Tokyo in Japan. The result of this research is like this. ① the necessity of administration organization directly under ward head and neighboring office ② the necessity of independent activity of the support and fund to reinforce the center's ability ③ the necessity of consolidation and realization of regulations, various citizen's space for participation ④ the necessity of diversity and flexibility in business model ⑤ necessity of various budget resources like the county's assistance and fund. These five necessity have only formal shape but do not play a real role. |
