¿ä¾à1 ÀÌ ¿¬±¸´Â ÀÏÁ¦°­Á¡±â Á¶¼±Ãѵ¶ºÎÀÇ °ü·áÁÖÀÇÀû °ÇÃàÇàÁ¤°ú ±× ¹ßÁÖ °ø»ç¿¡ ÀÖ¾î ÀϺ»Ã»ºÎ¾÷ÀÚÀÇ ¼öÁÖµ¶Á¡ ÇàŸ¦ ±Ô¸íÇϰíÀÚ ÇÏ´Â ¿¬±¸ÀÇ ÀÏȯÀ¸·Î¼­ ÀÇÀǰ¡ ÀÖ´Ù.
¿ä¾à2 Japanese Government-General of Korea reorganized Korean governmental construction offices. And It amended Korean accounting laws around Gwanbang accounting section to institutionally support activities of Japanese contractor and private sector's bidding method into competitive one in 1922.
As the result, only powerful Japanese contractors with capital and technologies could qualify for public tender while Korean contractors were ruled out. In addition, the Japanese Government-General of Korea revised these accounting laws, which enabled private contractors to illegally collude in 1932. In fact, the Japanese Government-General of Korea systematically choked off Korean contractors with close connection with the pressure groups and banking industry such as Civil engineering and construction association of Korea.
