노인시설의 피난행태 분석을 통한 건축계획 및 운영관리 지침에 관한 연구 / A Study on the Architectural Design and Management Guidelines of Elderly Facility through Reviewing of Evacuation Behavior |

본 연구는 인지 및 판단능력, 신체적 조건에서 배려를 필요로 하는 노인계층이 주로 이용하는 시설, 특히 노인복지시설 및 이용시설을 대상으로 전체 피난실험 및 컴퓨터 시뮬레이션을 실시하여 피난행태 특성을 분석하고, 디자인 가이드라인 및 운영관리 개선방향을 제시하였다. 이상의 연구 결과 다음과 같은 결론을 얻었다. 첫째, 노인시설 재실자의 피난행태를 분석한 결과, 중풍, 치매 등의 질병을 가진 중환자는 피난시 시설 관리자의 특별한 관심과 보호의 필요성이 있으며, 특히 피난요령 미숙지, 피난방향의 불인식, 질병상태에 따른 보행의 어려움 등 세심한 관심과 유도 속에 피난이 이루어질 필요성이 제기된다. 둘째, 전문요양시설의 경우 재실자가 치매, 중풍 등 스스로 행동할 수 있는 신체대응능력이 부족한 환자가 많고 시설 운영관리상 출입통제구역이 많은 점을 고려하여, 수용 노인의 성격에 따른 시설인가기준 세분화의 필요성이 제기된다. 셋째, 각 실의 시설기준 측면에서 외부 방향으로 발코니 또는 완충공간 설치의 필요성이 제기되며, 특히 중환자가 주로 이용하는 영역에 대해서는 자동소화장치인 스프링클러 설치를 의무화할 필요성이 있다. 이상의 피난행태 분석 및 전체 대피실험 결과를 바탕으로 노인복지생활시설 및 이용시설의 재해·재난 관리 매뉴얼 개발의 필요성이 제기되며, 수용 노인의 장애정도에 따라 시설 인가기준의 세분화가 시급하게 필요한 것으로 판단된다. |

The aim of this study is to propose architectural design, management guidelines and reviewing the evacuation behavior patterns in the senior center. To achieve these purposes, the architectural characteristics of 12 senior using facilities have been investigated and evacuation experiments and simulations were carried out for each one of these facilities. The results from this study are as follows : (1) The evacuation pattern in the senior's facilities was analyzed in depth by a spot investigation and computer simulation. (2) New design and management guidelines are proposed which reflect the characteristics of senior's evacuation behavior. (3) We arrange the mistakes of management for zoning, interior usage patterns and egress plan, all of which are positively important for safety (4) The periodical evacuation exercises are effective for helping senior's evacuation behavior and reducing egress time in emergency situation. |
