본 연구의 목적은 서울시 소규모주택정비 관리계획의 필요시설 공급 불균형을 도출하는 것으로 소규모주택정비 관리지역이 포함된 슈퍼블록 단위의 공급 수준과 보행접근성을 실제 관리계획(안)과 비교분석하여 시사점을 도출하였다. 연구의 주요 결과는 다음과 같다.첫째, 공급 수준분석 결과, 재정 지원 시설은 편차가 존재했으나 재정 미지원 시설은 전반적으로 공급이 미흡하여 주민 생활과 직결되는 의료ㆍ복지 인프라의 취약성이 나타났다.둘째, 보행접근성 분석 결과, 고령층ㆍ장애인 등 보행 취약계층 관련 시설에서 접근성이 열악하여 이용 기회가 충분히 보장되지 못한 것으로 나타났다.셋째, 공급 현황과 실제 관리계획을 비교한 결과, 재정 지원 시설은다수의 관리지역에서 계획되었으나, 의료ㆍ복지시설의 반영은 미흡하여 관리계획 수립단계부터제도의 취지에 따라 필요시설에 대한 재정 지원의 가능성을 검토할 필요가 있는 것으로 나타났다. 따라서 필요시설의 공급 계획 시, 보행을 고려한 공간 전략, 관리계획 수립 단계의 재정 지원 검토, 지원 범위의 확장 등이 필요하다. |

This study aimed to examine the imbalance in the supply of required facilities in Seoul’s Small-Scale Housing Management Plan. It analyzed provision levels and pedestrian accessibility at the superblock level, which includes the management areas, and compared them with actual management plans. The main findings are as follows. First, disparities were found even among nationally funded facilities, while non-funded facilities were generally insufficient, revealing vulnerabilities in medical and welfare facilities. Second, pedestrian accessibility was poor for facilities mainly used by vulnerable groups such as infants, the elderly, and people with disabilities, indicating limited opportunities for use. Third, while nationally funded facilities were planned in many areas, welfare and medical facilities were insufficiently reflected in the plan, suggesting the need to review national funding for essential facilities from the planning stage. Therefore, when planning the supply of required facilities, it is necessary to consider spatial strategies for pedestrians, review financial support at the stage of establishing management plans, expand the scope of support. |
