본 연구는 2기 신도시(한강지구,?? 별내지구,?? 위례지구)?? 내 이주대책으로 공급된 점포주택용지의 원주민 재정착률과 거주기간을 분석을 통한 원주민 재정착 실태를 분석하고 현 이주대책에대한 시사점을 제시하고자 한다.?? 원주민이 이주자택지를 공급받아 계약 체결한 이후 사업시행자로부터 소유권이 이전된 등기시점과 2021년 현재시점까지 원주민의 소유자 변동 및 거주지 변동 추이를 살펴본 결과,?? 현재까지 실제 거주하는 원주민의 재정착률은 한강지구 3.7%,?? 별내지구 9.0%,?? 위례지구 30.1%에 불과한 것으로 확인되었다.?? 또한 일단 재정착하여 거주하는 원주민의 경우 장기 거주하는 것으로 확인되었으나,?? 재정착이 확보된 상태에서만 거주연속성의 효과가높은 것으로 나타났다.?? 본 연구는 다음과 같은 시사점을 제시한다.?? 공익사업으로 인해 생활기반을 상실한 원주민의 재정착 및 생활안정을 위해 이주대책으로 공급되어 온 점포주택용지가 그본래의 목적과 취지를 실현하기 위해서는 원주민의 재정착이 전제되어야 하나,?? 실제 재정착률이높지 않은 수준으로 평가됨에 따라 그 역할을 제대로 수행하지 못하고 있는 바,?? 사업시행자는전매원인을 파악하고 원주민의 니즈를 고려한 대책 마련과 함께 이주대책 측면에서 원주민에게점포주택용지를 일률적으로 공급하기 보다 보다 점포주택용지 외에도 공동주택용지나 이주자주택 등 현 제도에서의 다른 대안들이 보다 활성화될 수 있는 방안 모색이 필요하다.?? |

This study aims to analyze the resettlement status of indigenous people and suggest implications for the current migration program through analysis of the resettlement rate and residence period of a lot for a mixed-use building for residential and retail supplied as the migration program in the second new city (Hangang, Byeolnae, Wirye). As a result of examining the changes in owners and residences of existing residents from the project operator to the time of registration and 2021, it was confirmed that the resettlement rate of indigenous people actually living was only 3.7% in Hangang, 9.0% in Byeolnae, and 30.1% in Wirye. In addition, in the case of existing residents who resettled and resided, it was confirmed that they have been living for a long time, but the effect of continuity of residence was high only when resettlement was secured. This study presents the following implications. In order to realize the purpose of the relocation plan for the settlement and stability of the existing residents due to the loss of their living base in the public service project, the project operator needs to find out the cause of the reseller and other options. |
