In Feburary 2020, the Smart City Regulatory Sandbox Program was introduced through the revision of the Smart City Act. This study aims to draw policy recommendations on the program based on perceptions and policy demands of citizens. For the purpose, a citizen survey was conducted on the awareness and policy demands for of the Smart City Regulatory Sandbox Program. The key findings are as follows. Firstly, citizen awareness of the Smart City Regulatory Sandbox Program was found to be low, therefore it is necessary to strengthen public relations and marketing to raise public awareness of the program. Secondly, the survey showed that differences in priority and importance among the innovative service areas, thus the government need to consider prioritizing programs with high citizen demand. Thirdly, the survey showed need for amending regulatory system impeding the entry of innovative echnologies and services related to the improvement of the quality of the residential environment, the improvement of the pedestrian environment and the transportation service. Finally, the respondents showed concerns about safety and social costs incurred by malfunction of digital systems and technical defects of individual devices, thus the government need to evaluate potential risks of individual projects and prepare fail-safe measures including insurances and compensation systems. |
