한국은 2000년 후반 세계금융위기를 겪으면서 도정법, 도촉법에 의해 추진되어오던 대규모 신규주택공급 사업계획들이 와해되는 상황을 맞게 되었고 그 수는 2012년 재개발, 재건축 일몰제와 조합해산신청제가 도입되면서 지속적으로 증가하고 있는 추세이다. 이러한 상황 속에서 중앙정부는 2013년 도시재생 활성화 및 지원에 관한 특별법, 2018년 빈집 및 소규모주택 정비에 관한 특례법 등을 차례로 도입하면서 소규모주택의 정비 및 공급을 장려하고 있지만 아직까지 적절한 설계지침이나 안정적인 공급체계가 마련되지 못한 것이 사실이다. 이러한 관점에서 본 연구는 영국에서 추진되고 있는 소규모주택 정비사업의 과정을 자세히 살펴봄으로써 한국의 저층 주거지역에 적용 가능한 한국형 소규모주택 정비사업의 발전방향을 모색해보고자 한다. 본 연구를 통해 얻은 시사점을 정리해보면 우선, 지자체별로 소규모 주택설계지침을 마련하여 이를 최적의 주거환경 확보를 유도하는 기준으로 활용해 볼 수 있다. 그리고, 개인과 공공사이에서 윤활유 역할을 하는 제 3섹터 조직들의 활동을 지원하는 제도적 장치를 설치하여 다양한 형태의 소규모주택 정비사업 추진을 장려할 수 있다. 또한, 우수 소규모주택 사례를 발굴하고 홍보함으로써 사업주체들이 보다 적극적으로 공공의 설계지침을 준수할 수 있는 소규모주택 사업문화 조성도 필요하다. |

In South Korea, many large-scale housing projects has been revoked since the global financial crisis in the late 2000s. The introduction of the Sunset Clause in 2012 has facilitated the revocation process and led to the establishment of new national Acts to promote small-scale housing projects. However, the new Acts still remain declaratory without clear framework of housing design standards and its supply system. In this regard, this paper aims to gain an insight into how to develop the framework of small-scale housing redevelopment in Korea's low-rise residental areas by analysing cases in the UK. The findings highlight each local authority needs to make an effort to create design standards on small-scale housing redevelopment to ensure good living conditions. There is also an emphasis on the state's institutional supports that enable third sectors to join diverse types of small-scale housing development projects. Finally, it is suggested to create a new business environment that can encourage developers to comply with new framework of small-scale housing redevelopment by awarding and disseminating the best cases. |
