2015년 유엔 정상회의에서 최종 확정된 '지속가능발전목표(SDGs)'와 2016년 10월 유엔 해비타트 III 회의에서 채택된 '새로운 도시의제(NUA)'는 지속가능한 도시 개발을 지향하는 국제 사회의 대표적인 움직임이다. 본 연구는 SDGs와 NUA가 향후 15~20년간 국제사회의 도시발전 목표로 작용할 것으로 보고 두 국제담론의 주요 내용과 이행방안을 비교분석하여 한국의 도시정책에 반영해야 할 시사점을 도출하고자 한다. SDGs의 도시의제(SDG 11)와 NUA는 모두 도시와 정주환경의 포용성, 공정성, 회복력, 지속가능성 등을 강조하고 있다. 특히, 해비타트 III의 NUA는 모든 방면에서 빈곤과 불평등 문제를 해결하고 환경·사회·경제적으로 지속가능하며 포용적인 도시를 이루는데 중요한 역할을 할 것으로 보인다. 이는 지속가능한 개발을 위한 그동안의 성과들을 계승한다고 볼 수 있다. 이에 반해 한국은 SDG 11과 NUA에 대응하여 1) 포용 도시 의제의 적극적 수용과 실천, 2) 부처 간 협력 네트워크 도모, 3) SDG 11과 NUA 실천을 위한 이행방안 촉구 등의 보다 적극적인 자세가 요구된다. |

Sustainable Development Goals (SDGs), established at the 2015 UN Summit, and New Urban Agenda (NUA), adopted by UN Habitat III in October 2016, are the most outstanding movement for sustainable urban development. Given that SDGs and NUA is to lead the sustainable paradigm for the next 15-20 years in terms of urban development, this study compares and analyzes the main agendas and implementation plans of the two international discourses. And the comparative analysis suggests some implications for Korea's urban policy. Both SDGs and NUA emphasize the properties of inclusiveness, justice, resilience and sustainability of the cities and human settlements. In particular, Habitat III's NUA which is developed from the previous achievements is expected to play an important role to tackle against poverty and inequality urban issues, and to promote environmentally, socially, and economically sustainable and inclusive cities in many aspects. In response to SDGs and NUA, Korean governments are expected a) to embrace more inclusive city agenda, b) to establish cooperative networks, and c) to pay more attention to implement the Goal of SDGs and NUA. |
