도시공원은 도시의 생태적인 기능은 물론 시민들의 건강증진, 정서함양, 커뮤니티 형성 등의 중요한 기능을 한다. 특히 도시공원의 일종인 생활권공원은 시민들의 삶의 질 향상에 큰 역할을 담당한다. 이처럼 생활권공원은 도시기반시설인 동시에 사회·경제적 지위와 상관없이 시민 모두가 공평하게 누려야할 공공서비스이다. 이에 본 연구는 도시 생활권공원의 공급 시 나타나는 사회·경제적인 격차를 분석하였다. 이를 위하여 청주시 도시지역 내에 위치한 도시 생활권공원 유형별 공급현황을 분석 후 공급권역을 설정하였고, T검증을 이용하여 공급권역 내외 집단 간의 사회·경제적 특성을 분석하였다. 분석 결과 청주시의 도시 생활권공원 공급은 부족하며 이마저도 일부지역에 편중되어 공급되었다. 공급권역 내 지역은 공급권역 외 지역보다 인구가 많고, 소득과 토지가격이 높게 나타났다. 즉, 이는 도시 생활권공원 공급이 사회·경제적 격차에 따라 공급이 이루어졌음을 의미한다. 이처럼 도시 생활권 공원의 사회·경제적 공급격차를 해소하고 형평성 있는 도시 생활권공원을 공급하기 위해서는 지역의 도시 생활권공원 공급현황을 파악하고, 이를 바탕으로 도시 생활권공원 공급 소외지역에 우선적으로 공원을 공급할 수 있는 방안 마련이 필요하다. |

Urban parks usually provide citizens with such functions as ecological habitat, health improvement, environmental comfort and community building. In particular, urban parks within living zones play an important role in improving the quality of citizens' life. Likewise, the urban parks are urban infrastructure as well as public service which all citizens should equally enjoy no matter what their socio-economic statuses are. This study analyzed the characteristics of supplying urban parks within living zones in terms of socio-economic aspects. To reach the goal, this study examined the current status of supplying urban parks within living zones into the urban areas located in Cheongju. This study set the service boundary of the urban parks within living zones and examined socio-economic characteristics of the area inside and outside of service boundary using t-test. This study found out the following results: 1) that the service of supplying of urban parks within living zones was provided insufficiently and even disproportionately; 2) The area inside service boundary showed more population, higher income and land price than the area outside service boundary. This fact means that supplying urban parks within living zones has been disproportionately provided in accordance with socio-economic disparity between serviced areas and non-serviced ones. To solve the above service disparity of urban parks within living zones, it is necessary to identify the current status of supplying the parks and to make a plan, providing the areas out of service with the parks in priority. |
