This study analyzed the contributed-acceptance scheme for roads and parks as well as the problems of public contributions that are unrelated to local regional needs. This study aims to improve the quality of public contributions by supplying required infrastructure that can be actually be installed in sufficient area of road or park. The results follow. First, through the analysis of actual conditions of the public contribution in Seoul, roads and parks constituted the majority of contributed-acceptance. Second, it analyzes whether the contributed roads and parks effectively addressed real needs or not and finds that similar items and amounts were contributed in areas with both sufficient and insufficient roads and parks. Finally, through an effectiveness analysis of essential infrastructure, development areas were categorized as areas with sufficient and insufficient essential infrastructure. The study concludes that public contributions for contributed-acceptance in areas with sufficient essential infrastructure should be consumer-oriented. Also, by actively utilizing contributed-acceptance, public contributions can be more effective and public areas that lack available land and resources. |
