본 연구는 서촌사례를 중심으로 역사문화환경 보전계획에서의 협력적 거버넌스의 특성은 무엇인지, 그 특성이 관련된 주체들 간에 어떠한 인식 차이로 나타나는지 분석하는데 목적이 있다. 이를위해 서촌의 정책 변화과정과 주요 주체간의 상호작용 분석을 통해 역사문화환경 보전계획에서의 거버넌스 특성인 '참여성', '지속성', '책임성', '지역성'을 도출하였으며, 관련 선행연구에서 세부요소를 도출하였다. 이러한 거버넌스 구성요소를 토대로 주체간 인식차이를 알아보고자 AHP기법을 사용한 중요도 설문조사와 현재의 거버넌스 상태를 평가하기 위한 설문조사 이렇게 총 두개의 설문으로 나누어 진행하였다. 주체간 인식차이 분석결과, 지역 및 주민단체는 지속성을 외부 전문가 집단(공무원 및 연구원)은 참여성을 중요하게 인식한다는 것을 알 수 있었다. 또한 현재의 거버넌스 상태를 파악해 본 결과, 중요도순위와 실제 평가 순위가 다르게 나타나고 있음을 알 수 있었다. 이러한 차이는 현재 서촌의 거버넌스 구축에 장애가 될 수 있으며, 역사문화환경 보전계획 시 협력적 거버넌스의 형성을 위해서는 앞서 언급한 4가지 기본요소의 선행과 향후 거버넌스 체제의 확립을 위하여 공공의 적극적인 지원이 필요하다는 결론을 도출하였다. |

This study was performed to identify what factors make the characteristics of collaborative governance when planning a preservation of cultural and historical environment. The study also found how those factors affected participation?s perceptions and caused conflicts about the plan. ('Participation', 'Sustainability', 'Responsibility', 'Regionality') An expert survey with an AHP analysis was performed to identify what factors participations think most important. The other survey was performed in the purpose of investigating how participations see the current state of governance about planning historical and cultural environment. The AHP analysis strongly suggest that the group of resident-expert consider the sustainability of policy as the most important factor, compared to that of external specialists valuing participation. However, from the second survey, the rank of people seeing current state of governance was totally different from the rank of AHP analysis. The people's dissatisfaction with the current state of governance could be a major obstacle in designing a successful governance of Seo-chon area, ensuring that four factors, 'Participation', 'Sustainability', 'Responsibility', and 'Regionality' should be performed in advance. Also, support from government is needed to establish desirable governance. |
